Position Title: National Grants Partnerships Officer

Context:
Under the overall supervision of the Chief of Mission and the Senior Programme Coordinator (RRR) and the direct supervision of the Compliance and Partnerships Officer and in close coordination with the Senior Programme Coordinator (Operations), Grants Partnership Officer will be responsible for supporting implementing partnership coordination under the RRR Unit, including for, operations assistance and compliance related to humanitarian response and recovery.
Core Functions / Responsibilities:
Co-ordinate, develop and prepare training materials on IP Management, manage and coordinate the roll out of training, relevant instructions and conduct briefing and training sessions of relevant employees or offices.
Support, capacity development and partnerships with local organizations, in collaboration with the Compliance and Partnerships Manager and Senior Programme Coordinator (Operations)
Roll-out internal third-party monitoring processes, assessments and accountability and learning opportunities alongside the Monitoring, Evaluation, Accountability and Learning Unit (MEAL) and advise IPs on adjustments and lessons learned.
Analyze current or anticipated IP capacities, needs, risks or accountability issues, alongside senior management and programme managers.
Ensure proactive dissemination of lessons learned from evaluations, external audits and compliance reviews, and advise on incorporation into policy, guidelines and related training materials.
Assess opportunities for collaboration with local partners, and the wider UN system, to promote localization and implementing partnerships
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Master’s degree in Social or Political Sciences, Economics, Management or a related field from an accredited University with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience.
Experience
Experience in the development of training materials and conducting trainings;
Experience in liaising with development partners, including UN agencies, other international agencies, non-governmental organizations, governmental authorities and academic institutions;
Work experience in/familiarity with the region is an asset.
Skills
Excellent research, writing, outreach and communications skills.
Knowledge of and experience in working in migration issues with a focus on displacement;
Knowledge of the IOM project cycle, project development and M&E standards;
Knowledge of UN and IOM programming;
Knowledge of Accountability to Affected Populations (AAP) an asset;
Understanding of M&E concepts and techniques including evaluative methodologies and results monitoring.
Good qualitative and quantitative data analysis skills and demonstrated ability to produce high-quality reports;
Proficient in the use of a Microsoft Office Package, such as Word, Excel, Outlook etc, and knowledge of collaborative platforms such as Microsoft Teams, SharePoint, OneDrive, an advantage.
Languages
Fluency in English, Ukrainian is required.
