Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Power4JustTransition” to fill the position:

PR and Communication Specialist (full-time, Kyiv)

The Energy and Climate Sector of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Ukraine comprises various projects implemented on behalf of the German government to support Ukraine on its way to transforming into an energy-efficient country. Partners of the projects are Ukrainian ministries on the national level, local communities on the municipal level, and companies in private sector. There are 15 projects in the Cluster portfolio. In their operations, they are supported by a Communications’ Unit to guarantee the proper communication of projects’ goals and results. To strengthen the Communication team ahead of the growing projects portfolio GIZ is looking for a qualified professional to fill the position of PR and Communication Specialist. We are looking for a full-time PR & Communications Specialist with a firm grasp of political realities and sensitivity to support the implementation of communication strategies with the aim to drive change through offline and online channels, to dynamically communicate to target audiences our work, key messages, and achievements. Activities of this position will focus on the project Power4 Just Transition (P4JT) and support also the projects Renewable energy support (RES), Felicity and Energy Partnership (EP). Power4 Just Transition supports Ukraine in shaping the structural change associated with the coal phase-out and the reconstruction of the energy sector in accordance with the concepts of Just Transition and Green Recovery. The communication specialist will support two components, including the visibility of the donation campaign and target a broad number of stakeholders working in different regions of the country. The RES focusses on renewables supporting critical infrastructure and Felicity addresses technical and financial barriers and accelerate investments for low carbon and climate resilient cities (water wastewater and energy efficiency in buildings). Energy Partnershis provides a platform for a bilateral political dialogue, foster cooperation in the energy sector, coordinate emergency assistance for the Ukrainian energy sector. This position foreseen Ukraine-wide travels, in case necessary, under a business as usual scenario (i.e. when travel restrictions are lifted).

Key responsibilities: 

• Manage the communication needs of three projects, including one large-scale project
• Create innovative and high-quality outreach strategies to strengthen the visibility of the donation campaign via different channels and instruments
• Create outreach-activities for four regions in Ukraine
• Create and coordinate all digital and offline PR activities of the projects
• Write and manage contracts with PR agencies and PR services according to companies goals
• Create and implement communication concepts and strategies
• Write concepts on communication products and processes and advise the Cluster on it
• Translate complex topics on energy security, energy efficiency and climate topics into accurate and understandable language
• Deliver high quality communication products such as presentations, videos, press releases, newsletters, posts on websites, social media, fact sheets, etc;
• Create and manage communication support to high-level events at national level, including interministerial meetings, bilateral briefings, and public discussion
• Create and manage innovative formats for social media channels in a very short time
• Write and implement concepts for internal communication formats
• Prepare interviews and manage field visits with national and international press
• Monitor results and integrate measures for optimization into work
• Use Artificial Intelligence to ease processes
• Manage reliable and convincing communication with a broad range of stakeholders from national and regional partners, international donors and implementing organizations, other GIZ projects and the GIZ country office;
• Support projects with strategic orientation of communication to various target groups, while presenting a consistent corporate image and communicating GIZ corporate policy and strategy to staff in the cluster;
• Ensure communication among the projects effectively, e.g. introducing and moderating useful communication tools. Provide them proactively with information on the basis of equal treatment of all projects in the energy and climate portfolio. 

Required qualifications, professional experience and personal competences:

• University degree or comparable training in PR / Communication or equivalent education;
• At least 7 years of work experience in the field of communication (Press and Public Relations, social media, Journalism or similar) — ideally in a related technical field (knowledge of energy (efficiency) is required);
• Experience in working with international donors or local NGOs
• Experience in creating and implementing communication concepts on regional level
• Experience with outreach activities and trainings
• High proficiency in written and spoken Ukrainian and English.
• Experience in writing of contracts and control and briefing of service providers and agencies;
• Very good oral and writing skills; competent and confident style of communication and presentation with public and target-oriented groups;
• Experience with production of media for different information channels;
• Experience in writing of contracts and control and briefing of service providers and agencies;
• Knowledge of publishing and graphics applications are desired;
• Proficient use of MS Office Package;
• Open-minded Team player with excellent intercultural competences;
• Critical and creative thinker;
• Strong commitment to and belief in the power of communication to help empower communities;
• Strong organizational and planning competences;
• Excellent communication, writing, presentation and organisational skills;
• Ability to work flexibly and independently, often under tight deadlines;
• High degree of discretion, integrity and sense of tone.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
