Deloitte is seeking a qualified candidate to serve as a Governance and Financial Controls Specialist in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Kyiv, Ukraine.
Project Background
Ukraine SOERA supports the structure, strategy, and operations of key Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The SOERA team focuses on increasing the efficiency of key R&R entities – State Agency for Restoration and Development of Infrastructure (SARDI), Project Management Unit (PMU), and Ministry for Restoration (MOR) – and improving R&R coordination across Ukrainian and donor stakeholders.
Specifically, SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the R&R ecosystem encompassing policymaking and implementation entities at the national and subnational levels. This position will support PMU to achieve these goals.
Objective
The Governance and Financial Controls Specialist will support Task 4.4 Enhance PMU Operations with the goal of improving PMU’s ability to function as Ukraine’s national government representative for donors on technical matters related to the implementation of R&R projects. This will be achieved through the implementation of the transparent and accountable Operational Cost Reimbursement Mechanism (OCRM) supported by finance and accounting principles, methods, and procedures, and a comprehensive assurance and risk management framework.
Responsibilities
- Develop and manage relationships with PMU professionals.
- Gain an understanding of current PMU policies, processes, and procedures.
- Collaborate with cross-border and PMU team members to recommend enhancements to PMU funding and operations transparency, and accountability processes.
- Provide project budgeting, forecasting and reporting expertise and guidance to PMU professionals.
- Support and/or lead capacity building efforts (e.g., trainings, workshops, etc.) to improve PMU finance, transparency, and accountability processes.
- Support governance processes (e.g., governance meetings) to facilitate reporting on progress and develop strategies to manage change impact across various PMU departments.
- Deploy change management practices (develop playbooks for stakeholders to handle transitions)
- Support and/or lead ad-hoc requests from PMO and SOERA Home Office teams.
Required Qualifications
- Bachelor’s degree, in Accounting, Economics, Risk Management, Business Management, or similar
- Prior experience working with bi-lateral and/or multi-lateral donors, state authorities, or has previously served in a consultative/strategic advisor capacity to client organizations is preferred
- Excellent communication skills in Ukrainian and English
- Excellent organizational skills and attention to details
- Strong technical, analytical and problem-solving skills
- Ability to work independently and as part of a team
- Ability to be highly result-oriented and to meet tight deadlines
- Ability to delegate authority and manage teams to achieve performance results
- Ability to form an effective organizational culture
- Ability to teach and transfer acquired professional experience to colleagues
- Ability to identify interested and influential parties and build partnerships
- USAID experience preferred
