Deloitte is seeking candidates for the position of HR Associate in support of USAID/UKaid SOERA. The position is full-time and will be based in person in Kyiv, Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.

Objective:

The HR Officer is responsible for coordinating and enhancing the human resources operations of SOERA project. The HR Officer will implement recruitment activities, provide support to long-term local employees and short-term consultants, and ensure seamless operations of all human resource processes. The HR Officer will collaborate closely with various teams to ensure efficient HR processes and adherence to labor laws and organizational policies. This role requires a detail-oriented approach, excellent communication skills, and the ability to prioritize responsibilities. The HR Officer reports directly to the HR Manager.

Responsibilities:

Recruitment:

  • Collaborate with hiring managers to draft and fine-tune scopes of work for various positions, ensuring they accurately reflect role requirements and organizational needs.
  • Lead recruitment activities such as posting job announcements, coordinating interviews, filing all interview records.
  • Coordinate with Procurement and Financial teams to always have available vacancy slots on platforms the Project uses to post job advertisements.
  • Collaborate with the communications team to post and promote vacancies on SOERA’s social media channels.
  • Conduct initial pre-screening calls to assess candidate suitability.
  • Process selected candidates, e.g. collect references and biodata verification documents for HR Manager’s review. Submit approved documents for Chief of Party’s or USAID’s approval.
  • Maintain and update human resource and recruitment files and trackers, ensuring compliance with SOERA’s and USAID’s requirements.

Personnel (Independent Consultants):

  • Partner with the Finance team to oversee monthly reporting for Independent Consultants (IC).
  • Ensure timely and accurate submission of Consultant reporting supporting the consultant team in any inquiries they may have.
  • In cooperation with relevant Technical Leads, draft new Independent Consultant Agreements and issue modifications as needed to reflect any changes in scope or work.
  • Seek approval of all IC-related documents from the HR Manager and/or Operations team management.

Personnel (Employees):

  • Collect and verify necessary documentation from new employees, adhering to GDIP guidelines.
  • Draft Employee Agreements or Modifications to already existing agreements upon need.
  • Make trips to GDIP to deliver collected documents twice a month or when the need arises.
  • Coordinate with GDIP on issues concerning long-term employees and their documentation, including annual leave, sick leave, maternity leave, and mobilization orders, if applicable.
  • Keep internal tracker of leaves. Coordinate with the Finance team regarding leaves to stay on the same page and issue leave orders according to internal processes.
  • Maintain employee orders, trackers, and personal files. Coordinate new hires with Home Office, ensuring onboarding sessions and obligatory trainings are distributed in timely manner.
  • Act as a liaison between employees and insurance provider, facilitating enrollment and any changes needed.
  • Maintain confidentiality and accuracy in handling employee data and documentation.
  • Support military reservation effort of the Project in coordination with HR Manager.
  • Maintain up-to-date knowledge of government laws and regulations as they relate to labor, taxation, military conscription and reservation, and any other legal requirements that impact the HR function.

Minimum Requirements:

  • Bachelor’s degree in Human Resources Management, Business Administration, or related field
  • At least four years of experience in recruitment and HR administration, preferably in a development or non-profit context
  • Excellent knowledge of Ukrainian Labor Legislation, experience with military reservation of employees preferred
  • Strong working knowledge of Human Resources principles and accepted practices
  • Ability to manage sensitive issues and maintain a high level of confidentiality
  • Fluent Ukrainian and English is a must
  • Excellent interpersonal and communication skills, with the ability to interact effectively with diverse stakeholders
  • Ability to work independently, prioritize various tasks in a highly dynamic environment, meet deadlines effectively, and demonstrate sound, professional judgment
  • USAID program experience preferred
