Deloitte is seeking a Senior Evaluation and Reporting Specialist in support of the USAID State-Owned Enterprises Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine.
Project Background
Ukraine SOERA supports the structure, strategy, and operations of key Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The SOERA team focuses on increasing the efficiency of key R&R entities – Ministry for Communities and Territories Development (MCTD), State Agency for Restoration and Development of Infrastructure (SARDI), and Project Management Unit (PMU) – and improving R&R coordination across Ukrainian and donor stakeholders.
Specifically, SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the R&R ecosystem encompassing policymaking and implementation entities at the national and subnational levels.
Objective
The Senior Evaluation and Reporting Specialist will support SOERA Component 4, providing evaluation expertise to SOERA’s Project Steering Office (ProSteer) embedded team within MCTD. While working closely with ProSteer, the Senior Evaluation and Reporting Specialist will report directly to SOERA’s R&R Component Lead.
Responsibilities
- Work directly with the SOERA Component Lead to develop scopes of work for ProSteer in areas such as (but not limited to), Public Investment Management (PIM) and Project Preparation Facility (PPF) development.
- Monitor SOERA’s progress against established key performance indicators (KPIs).
- Work directly with the SOERA ProSteer team to develop and implement effective reporting strategies to showcase their ongoing support to MCTD and the Ukrainian R&R ecosystem.
- Create surveys, questionnaires, interview guides, and other instruments to gather relevant data.
- Implement procedures to ensure the accuracy, reliability, and validity of collected data.
- Use statistical software and other tools to analyze quantitative and qualitative data.
- Create and manage content for internal and external reporting, including talking points, written reports, and presentations on ProSteer achievements and strategy.
- Support development of events planning, including conferences, Government of Ukraine meetings, and client meetings.
- Prepare reports and deliverables in accordance with the SOERA work plan.
Required Qualifications
- An advanced degree from an accredited university in public administration, public policy, social sciences, economics, statistics, or a related field,
- At least 5-7 years of professional experience in program evaluation or similar.
- Proficiency in both qualitative and quantitative evaluation methodologies.
- Strong analytical and critical thinking skills to interpret complex data and draw meaningful conclusions.
- Excellent written and verbal communication skills in Ukrainian and English, with the ability to prepare concise evaluation reports and presentations.
- Experience managing internal information flows, communication and content planning, and assessing the effectiveness of conducted communications.
- Demonstrated effectiveness leading and managing projects and teams.
- Willingness to live and work in Ukraine.
- Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, a plus.
- USAID experience preferred.
