IREX is seeking a qualified Safety and Security Manager for IREX Program in Ukraine.  Under the supervision of the Deputy Country Director and working closely with the Chief of Party, Project Director and Country Director, this role acts as the program’s security focal point, provides safety and security expertise, security risks assessment and mitigation, and delivers security trainings and briefings to home office and field staff.

The Safety and Security Manager will be responsible for the development, implementation and monitoring of the Safety and Security procedures and policies and practices of IREX as well as for constantly reviewing the security situation in Ukraine and updating staff to ensure both their safety and the security.

Your Background & Skills

•          Bachelor’s degree in political science, international relations, public safety or another relevant field.

•          Minimum 7+ years of related work experience as security focal point and/or in management and security analysis, experience designing security protocols, and leading training sessions with international development organizations and/or security firms.

•          Ability to work independently with an obligation of result.

•          Strong writing, editing, and oral presentation skills in Ukrainian and English, as evidenced by professional experience.

•          Good knowledge of computer tools, in particular MS Office, Power Point and spreadsheets.

•          Ability to work discretely, carefully, professionally, and constructively with anyone regardless of nationality, ethnicity, gender, religion, tribe, or cultural background.

•          Strong situational analysis skills, attentive to the smallest details.

•          Demonstrated ability to conduct high-level, timely security analyses in utmost discretion.

•          Experience managing relationships with teams and with external stakeholders.

•          Experience working with USAID-funded programs, and/or other international donor-funded development projects desired.

•          Outstanding interpersonal skills and ability to interact and cooperate effectively with a large and diverse team.

•          Strong organizational skills and ability to multitask.

•          Positive attitude and willingness to support and assist colleagues.

•          Ability to work under pressure and meet tight deadlines.

•          Strong interpersonal skills and perfect personal integrity

•          Excellent communication and interpersonal skills.

Your Daily Tasks

•           Develop and oversee the implementation of the projects’ security plans, risk mitigation measures and training activities in security matters.

•           Liaise with IREX Office of Global Security in matters pertaining to safety and security.

•           Provide analysis and understanding of the security environment, risks, and mitigations.

•           Provide live updates of security concerns to program management and/or to staff (if requested).

•           Submit regular reports on the dynamics of the security context and the conditions.

•           Provide logistics support.

•           Act as the office security focal point.

•           Work with the Deputy Country Director, Country Director, and Project Director(s) to ensure the implementation of security policies and protocols.

•           Under the instruction of the supervisor, conduct risk assessments related to buildings (offices and possibly residences), event venues, activity locations, restaurants, and/or meeting spaces.   Provide reviews and assessments to Global Security.

•           Write periodic security reports on the security environment in areas which IREX operates.

•           Ensure that all incidents and accidents are monitored and that an incident report is drawn up, which will then be transmitted in a timely manner.

•           Ensure the maintenance of a database on incidents that have affected the IREX office or staff.

•           Maintain training records for staff.

•           Perform security assessments of new partners from civil society and the media that receive program support, especially in the fields of digital and physical security.  Submit plans and assessment to Global Security for review.

•           Maintain, set up and update security documents in designated areas, including but not limited to: security briefing, trainings, context analysis, project’s phone tree, contingency plans, and risk matrix. As well, ensure that SOPs are being implemented and followed.

•           Develop security SOPs and, in case of a security incident, ensure the smooth implementation of SOPs and lead the response.   Coordinate and collaborate with Global Security through incident resolution.

•           Help identify safety and security needs in-country and recommend needed assets/materials in line with the budget.

•           Develop and constantly refine evacuation and hibernation plans for IREX locations in Ukraine.

•           Be responsible for ensuring that all First Aid/Trauma kits, and any other health and safety equipment, is all fully accounted for and all kits to be replenished in a timely manner.

•           Conducting trainings and briefings to increase the level of knowledge and awareness of the employees and partners in topics related to security, namely, the basic rules of safety and protection, awareness and safe behavior with detected mines, road movement procedures,  information security, first medical aid, etc.

•           Conducting security assessments, establishing security plans, and strengthening partner’s capabilities through training and advisory support.

•           Advise on domestic travel and route planning in coordination with project logistics teams. Analyze and provide guidance on movement and coordination for the project, including driver and vehicle deployment and staff whereabouts.

Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by supervisor.

Specific tasks for assigned role include:

•           Liaise with relevant actors in the field of security, for example: specialized security companies, other CSOs focusing on the security aspect of the country and surrounding region.

•           Collect and consolidate requests for movement of program teams and participate in the validation of field trips within the country.

•           Contribute to updating security management plans and tools known to all staff.

•           Develop and organize training for staff members on security protocols and the use of means of communication, security rules or any other medium that can improve the security of the office.

•           Remain available to staff in the event of a support request related to the context or security and be proactive in the event of an identified need.

•           Brief all new staff members (locals and expatriates) on the security rules and protocols and provide them with the essential documents according to the roles and needs of each.
