Alinea has two offices in Canada and offices around the world, including Ukraine. Over the 14-year of Agriteam presence in Ukraine, the team successfully implemented five international technical assistance projects.

About the SURGe Project:

SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project deploys experts to partner Ministries to support the design and implementation of reforms. Under the guidance of the Minister/Deputy Minister, experts help develop reform plans and support implementation through development of frameworks, legislation, tools, methodologies and other instruments. Expert teams in Ministries are led by Team Leads and managed by SURGe Sector Leads who ensure project management and delivery of results in accordance with SURGe principles and workplans.

Position Summary: Based in SURGe National Office in Kyiv and reporting to one of the Deputy Directors and to SURGe Project Director, the Sector Lead will be responsible for designing and managing the technical assistance for a variety of Ukrainian government bodies and agencies. In particular, the Sector Lead will assess the needs of government agencies, design assistance initiatives in compliance with Ukrainian reform agenda, principles of international development and SURGe mandate, establish and manage reform teams, coordinate initiatives will stakeholders and ensure timely delivery of the agreed scope of work. Sector Lead will maintain close liaison with governmental stakeholders and other partners in his/her sectors, will provide substantive inputs to reforms and will be responsible for ensuring the quality of deliverables produced by the expert teams.

Sector Lead is expected to have experience in multiple sectors and be able to learn new sectors quickly.

We are seeking a seasoned project manager with understanding of Government of Ukraine processes and experience in managing large teams of experts, who will develop reform support initiatives in a variety of sectors and manage reform teams in the Ministries.

Preferred Qualifications and Skills

• Minimum 7 years of experience in consulting/advisory, including minimum 2 years of program management experience (at least 2 initiatives/workstreams in parallel, at least 20 subordinates in total);
• Experience in the advisory to the Government of Ukraine is a must;
• Proven ability to design projects and manage implementation: proven understanding of project management processes (internationally recognized certification in project management is an asset), strong coordination and facilitation skills;
• Familiarity with national legislation and government reform agenda;
• Results driven highly-motivated expert with sound judgement and maturity;
• Superior fluency in English is a must;
• Impeccable knowledge of Ukrainian language;
• Citizen of Ukraine.
