Project Background

DAI Global LLC is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, Economic Resilience Activity (ERA), and the Cybersecurity for Critical Infrastructure Activity (Cybersecurity Activity) based in Kyiv, Ukraine. The three projects aim to support Ukrainian capacity and advancement in the technical area of governance, economic growth, and cybersecurity.

Each Activity has developed and implemented an Activity Security Plan and familiarized staff with security requirements, procedures, and crucial security-related information. The Security Plan is designed to help keep staff safe and to ensure that Activity, property, and data are secure and protected. Every member of the Activity team plays a role in promoting security and is required to follow all procedures contained in the Security Plan.

Each Activity has developed and implemented a Business Continuity Plan (BCP), designed as a management process that identifies potential threats to the organization while providing a framework to respond to incidents that threaten staff and operations safely. Additionally, the BCP is to build resilience and enable Activities to recover and continue operations under challenging environments. The plan was implemented in response to the current country’s security situation with Russian forces’ invasion of Ukrainian territory in February 2022.

The Activity has appointed the Director of Operations to lead the country security management in close coordination with the Chiefs of Party and the DAI Global Security Team.

Due to the Russian invasion of Ukraine and its impacts on the secure operating environment, the situation requires higher-level security management, coordination, and additional resources. As a result, the three Activities HOVERLA, CCI, and ERA identified a need for Ukrainian Security and Safety Manager to work closely with the DAI Global Security Team, three projects’ Chief of Parties (COPs), and the Security Focal Points (SFPs).
