Position Title: DTM Field Coordination Specialist

Duty Station: Odesa

Classification: General Service Staff, UG (2000 USD per month)

Type of Appointment: Special Short-Term, Six months with possibility of extension

Estimated Start Date: As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. With violence now spread country-wide, internal displacement has reached approximately 7.1 million people since February 24th, including targeting of civilian and residential infrastructure. New waves of displacement, increasing complexity of mobility flows and returns, as well as the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context.

Under the overall supervision of Emergency and Stabilization Programme Coordinator and Programme Manager (Information Management & M&E Learning) and the direct supervision of the Displacement Tracking Matrix (DTM) Programme Manager, the DTM Field Coordinator Specialist will be responsible for implementation of DTM activities in the framework of the overall IOM Ukraine response.

Core Functions / Responsibilities:

  1. Support DTM Programme Officer in planning, coordination and monitoring DTM;
  2. Liaise with the authorities and other relevant entities to facilitate DTM activities;
  3. Implement DTM data collection activities, including the collection of the statistical information from the oblast administration on the number of Internally Displace Persons at the hromada level;
  4. Supervise and evaluate work of enumerators teams in the field;
  5. Undertake duty travel pertinent to the DTM activities;
  6. Act as DTM focal point at the local level for all information management related issues;
  7. Inform DTM Programme Manager about evolving movements, trends and humanitarian needs and make relevant recommendations to ensure the information collected is useful and relevant to all stakeholders;
  8. Report to DTM Programme Manager on implementation status, including the progress, irregularities and shortfalls;
  9. Participate in the revision of the tools/methodologies and training of the enumerators;
  10. In collaboration with the Global DTM team organize the data/information flow as per IOM procedures and ensure of its accuracy;
  11. Respect deadlines and ensure the accuracy of the data submitted to the relevant focal point;
  12. Ensure that all data collection is in line with IOM’s Data Protection Principles;
  13. Perform such other duties as they might be assigned.

Required Qualifications and Experience

Education

  • High school degree or equivalent with seven years of relevant working experience.

OR

  • Bachelor’s Degree from an accredited academic institution with at least five years of responsible work experience.

Experience

  • Diploma in Social Science, Geography, IT, Computer Science, or any other relevant field;
  • Experience in information management, preferably in natural disaster situations;
  • Minimum one year of experience in managing teams in the field;
  • Experience with International Organizations, INGO an advantage;
  • Knowledge of Camp Coordination and Camp Management settings appreciated.

Languages

Fluency in Ukrainian, working knowledge of English is required.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
