Job Title: Security and Logistics Officer
Reporting to: Programmes Manager
Contract Type: Full time (37,5 hours per week)
Length: 12 month contract with possibility of extension (subject to funds confirmation)
Principal Location: Kyiv, Ukraine

  

Part 1:  Role Purpose:

Street Child is seeking a bilingual individual with relevant experience, who is fluent in both Ukrainian and English, to become the security manager for our growing humanitarian response in Ukraine. This is a fantastic opportunity to become a member of a new and growing team spearheading Street Child’s education-in-emergencies programme together with our local partners in Ukraine.

Street Child is looking for a person who wants to support and strengthening our project by ensuring secure environment within the organisation and our implementing partners. The person will be responsible for screening and assessing vivid security situation of project sites and ensure the organisation follows the security procedures which are adapted to the context. The person will also review and update security related policies, oversee staff movements and clear all travel on duty.

We are looking for candidates with a ‘can-do’ attitude and willingness to support wherever needed. This is a demanding role and is suited to individuals who enjoy being busy and involved in a variety of tasks. Part 2:  Key Responsibilities:

1) Security management and logistics (50%)

  • Be a focal point for Street Child Ukraine on safety and security related matters, in liaison with the Global Security Focal Point and international security consultant
  • Monitor security situation in Ukraine, undertaking trends and risk analysis, and ensure that Street Child has the most up to date and accurate security information available
  • Coordinate the crisis management team and responses to security situations that may arise during the program implementation, in collaboration with the country management
  • Provide regular and timely updates for Street Child Ukraine team on security updates and developments; ensure proper information flow related to security situation for Street Child staff
  • Write comprehensive security briefings for Street Child Ukraine team, and London office, including trend and risk analysis, and develop and deliver relevant and regular security training;
  • Develop, update and implement security policies and protocols, including contingency plans, that are in line with Street Child global procedures and practices
  • Clear Street Child staff movements within Ukraine, provide briefings and debriefings for travelers and visitors
  • Ensure proper information flow related to security situation for Street Child staff
  • Be responsible for security of Street Child Ukraine office
  • Organise, track and supervise shipment of goods and materials that are done in accordance with project implementation. Prepare supporting letters, communication exchange in regard to procurement or shipment of such goods and materials
  • Oversee and monitor stock levels, delivery costs, and timelines
  • Lead or support preparation of business trips, round tables, training, etc.
  • In close cooperation with Operations Manager support procurement of office equipment and ensure office space is well-maintained

 

2) Partnerships & Capacity Building (40%)

  • Provide security updates for partners
  • Liaise closely with Street Child partners to share the most up to date and accurate information on the security situation for Street Child partners
  • Provide coaching, training and support in security related areas for implementing partners
  • Support partners in establishing, updating or revising their security policies and protocols

3) Representation (10%)

  • Attend security related cluster meetings, workshops and presentations to be aware of security updates and developments in the region
  • Represent the organisation among different stakeholders including local security partners, and UN bodies

 

4) Other

  • A strong commitment to Street Childs vision, mission, and values
  • Adhere to all Street Child’s policies and procedures
  • Able to represent Street Child appropriately both internally and externally
  • Carry out all reasonable requests that are within the broad remit of the role

 

Part 3:  Person Specification      

Attributes

 

Essential Beneficial
Experience and Knowledge • Previous experience working as a security manager, or extensive experience developing and delivering security protocols

• Work experience in insecure contexts, in humanitarian, development or similar sector

• Excellent knowledge of security protocols and procedures

• Experience in drafting policies or standard operating procedures

• Experience in training and capacity building staff in security;

• Experience working with Microsoft Office

• Work experience in logistics
Skills and Abilities • Critical thinking and ability to see a broader picture; ability to analyse different sources of information and provide informed judgment and present it to others

• Ability to work under pressure, in an insecure and highly volatile security environment;

• Proven capabilities in leadership and team working, excellent interpersonal, listening and communication skills

•  Excellent written and spoken Ukrainian and English language skills

• A ‘can-do’ attitude

• Written and spoken Russian language skills

Education / Qualifications • High school diploma in security field • Further education in security administration or similar field will be an asset
