WHO/Europe, through its Nursing and Midwifery Programme, provides strategic support to strengthen nursing and midwifery across the European Region, which includes:
1. To inform and drive development of national nursing workforces to optimize the contributions towards universal health coverage and primary health care
2. To accelerate progress across the SDGs
3. Unlock investment in nursing and generate evidence to achieve the Triple Billion Goals in GPW
The consultant is expected to provide expert technical support to the Ministry of Health and other national partners on strengthening nursing and midwifery within the health system and their contributions to service development, including in conflict-affected areas.
The consultant will be responsible for strengthening relationships with key nursing and midwifery actors, preparing technical overviews, gathering nursing data and strengthening capacity to improve data on the nursing and midwifery workforce, supporting the coordination and implementation of nursing and midwifery activities in Ukraine and nursing contributions to other health initiatives, and specifically supporting the development of a national nursing and midwifery task force to support long term reforms in nursing education and service delivery.
The consultant is expected to work independently but in close collaboration with other members of the health system team in Ukraine Country Office, other Country Office and Regional office colleagues, including the Regional Nursing and Midwifery Policy Adviser. The work environment calls for extensive liaison and coordination with governmental and non-governmental partners working on mental health issues in the country.
The consultant will work as part of the WHO Country Office in Ukraine within the Division of Country Health Policies and Systems (CPS) under the overall direction of the WHO Representative in Ukraine (WR), the supervision of the Service Delivery unit head, and the guidance of the Nursing and Midwifery Policy Adviser at the WHO Regional Office for Europe. The work is performed in the WHO Country Office in Ukraine
• Analysis of immediate long- term nursing education and training needs.
• Establishment of a nursing task force to steer long term planning and implementation of education reform for nurses.
• Development of a spectrum of nursing roles in mental health support to patients to support Ukrainian Mental Health Action Plan.
Summary of Assigned Duties
• Support the WHO and Centre for Nursing Development by doing a gap analysis of immediate to long- term nursing education and training needs
• Support the WHO and Centre for Nursing Development by coordinating a programme of online learning for nurses for short, medium and long term by working with networks of RO N&M Policy Adviser
• Support WHO and Centre for Nursing Development by supporting the establishment of a nursing task force to steer long term planning and implementation of education reform for nurses
• Support WHO and Centre for Nursing Development with nursing input to Health Labour Market Analysis
• Support WHO and Centre for Nursing Development with planning the development of a spectrum of nursing roles in mental health support to patients to support Ukrainian Mental Health Action Plan (inclusive of training, regulation, development of protocols, guidelines and regulatory documents)
• Support N&M adviser at Regional Adviser, Country Office and Ukraine Centre for Nursing Development by identifing stakeholders who can provide and develop trainings, identified to be immediately needed.
• Support N&M adviser and country office by ensuring access for Ukrainian nurses to the trainings (follow up, translation, formatting, submitting to platforms).
Essential:
• Bachelor degree in Nursing or midwifery
Desirable:
• Master’s degree in one of the health and health science
• Postgraduate training in Public Health, Global Health or similar
Essential:
• 2-3 Years of experience in nursing;
Desirable:
• work experience in implementing, shaping and communicating health workforce policy priorities;
• work experience in WHO or another international public health organization.

• Expert knowledge of the Ukrainian legislation in nursing, continuous education and public health
