Chemonics International, a global consulting and international development firm, seeks an Environmental Compliance Specialist, long-term position, for the USAID Competitive Economy Program (CEP). CEP is a five-year program funded by the US Agency for International Development. The purpose of CEP is to support startup businesses and small and medium-sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. CEP achieves these objectives through five components: improve the business-enabling environment and business climate, support emerging industries, promote export capabilities, support WTO participation and compliance, and help lower costs of trade across Ukraine’s borders.

The Environmental Compliance Specialist (Specialist) will contribute to the CEP’ environmental review system for grant recipients, ensuring compliance with the 22 Code of Federal Regulations (CFR) 216 USAID Environmental Procedures requirements, USAID’s Supplemental Initial Environmental Examination (SIEE) recommendations, and Ukrainian environmental laws and regulations.

The Specialist will work with the CEP technical and grants and subcontracts teams to complete all required environmental screening for each planned grant activity; this includes, but is not limited to, completion and submission of the Environmental Review Checklists (ERCs), Environmental Mitigation and Monitoring Plans (EMMPs) and Records of Compliances (ROCs), as well as receiving and responding to USAID questions, edits, etc. In addition, he/she will ensure that the EMMPs are implemented and that monitoring indicators are received from grantees – for all grant activities where they are required.

The Specialist’s responsibilities will include, but are not limited to, the following:

  • Conduct environmental assessments using USAID’s Environmental Review Checklist document, develop Environmental Mitigation and Monitoring Plans, complete Records of Compliance for CEP’s grants based on USAID and Ukrainian environmental standards and requirements.
  • Work with the CEP technical and grants and subcontracts teams to prepare and implement the required environmental compliance documentation for each planned activity as necessary.
  • Review CEP’s grantees’ reports to ensure they follow the requirements defined in their tailored Environmental Mitigation and Monitoring Plans.
  • Develop and manage CEP’s environmental review system to put in place safeguards to eliminate the potential for adverse environmental impact, applicable USAID and Ukrainian regulations, policies, and procedures.
  • Other tasks assigned by the COP, DCOP, Grants Manager or as delegated.

The required and/or preferred qualifications for the Specialist position are:

  • Degree in environmental protection or related field required. Relevant professional experience may be substituted for academic accreditation.
  • Extensive professional experience completing USAID ERCs/EMMPs/ROCs, or similar environmental compliance documents used by international donors required. Ability and experience in training colleagues and staff on USAID environmental compliance requirements preferred.
  • Experience in working with grant recipients – either USAID or other international donors; knowledge and/or experience of USAID’s grant cycle, rules, and requirements required.
  • Good knowledge of Ukrainian environmental laws and regulations required.
  • Professional fluency in Ukrainian and English required.

Application Instructions:

Please send a CV and brief letter of interest in English indicating related experience and achievements by January 31, 2023. Please note the position is open for Ukrainian citizens only. Candidates will be reviewed and interviewed on a rolling basis until position is filled. No telephone inquiries, please. Finalists will be contacted.
