Who are Plan International?

How have Plan International responded to the Ukraine Crisis?

Since March 2022, Plan International has been responding to the crisis in partnership with civil society organisations in Poland, Romania, and Moldova to meet the needs of those affected by the crisis as well as host communities, and now we are ready to extend our operations in Ukraine itself.

We are supporting an integrated education and child protection response, incorporating mental health and psychosocial support (MHPSS), with cash and voucher assistance (CVA) as a modality.

What can you bring?

We know that this crisis will have devastating long-term effects on women and children in the region and Plan International will play a vital role in responding to these needs as we continue to establish operations in each of the four countries. We plan to transition from the current support provided globally by Plan International’s teams to locally based, longer term staffing.

For our Programme section we are looking for a Consultant for Child Protection programming to deliver key project activities financed by BMZ (German Government Foreign Aid) in Ukraine.

Role and responsibilities

       Mapping child protection services in 4 Oblasts – Kirovohradska, Khmelnytska, Cherkaska, Vinnytska. The mapping to cover areas of case management, alternative care, psycho-socio support, and legal assistance

       Facilitate workshops to identify gaps in services and training in the 4 Oblasts

       Based on workshop outputs, develop a capacity building plan for private and public institutions of child protection

       Develop key messages for awareness-raising measures for the public on the topics of child protection

       Facilitate workshops with Child Protection actors to adapt Plan International Child Protection in Emergencies training package – Life skills and parenting curriculum

       Based on the Child Protection gaps and the needs identified during the workshop conduct face to face / online capacity building sessions

The following are the expected deliverables for this consultancy:

  • The consultant shall submit an inception report after the signing of agreements within 10 days that includes the detailed methodology, tools, and work plan
  • Develop a list of key points about the national legislation concerning the CP
  • One (1) service mapping for each location identified above of child protection structures, actors and mechanism
  • Conduct a minimum of four (4) workshops on CP targeting the project areas
  • Provide one (1) report for each workshop summarizing the key findings of the agenda max 8 pages
  • Develop a Situation Analysis Report based on the outcome of the workshops – containing the Context Analysis (risks, protective factors, needs, gaps, referral pathway, protocols, data management etc.) and include a Capacity Building plan based on the major gaps identified during the workshop
  • Present the final Situation Analysis Report to the CP cluster

Technical expertise, skills and knowledge

Knowledge

  • A University Degree in Social work, international development, human rights, psychology, sociology, international law or other social science field is required.
  • Fluency in written and spoken Ukrainian and English languages is essential. Knowledge of Russian language is an asset but not mandatory.
  • Good knowledge of the Ukraine national child protection system, including local laws and policies, role and responsibility of local child protection authorities, and available child protection services and supports.
  • Good knowledge of the Minimum Standards for Child Protection in Humanitarian Action and inter-agency guidance and tools related to unaccompanied children, alternative care, case management, family strengthening, community-level child protection, and cash and vouchers assistance for child protection.
  • Knowledge of Sphere and the Red Cross/ NGO Code of Conduct.

Experience

  • Minimum of 3-5 years of progressively responsible professional experience in working with child-focused or child protection mandated civil society organizations or government agencies.
  • Experience of training on child protection interventions, such as alternative care, case management, community-level child protection, psychosocial support, and child survivors of sexual and gender-based violence, with a variety of audiences.

Skills

  • Excellent communication skills and ability to develop well-argued plans for response that can be justified and delivered, persuasive of others.
  • Excellent ability to build collaborative and respectful relationships with local organizations and government authorities.
  • Excellent negotiation, representation, skills, and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment.
