Mission

In Ukraine, Geneva call is launching a multiyear program to answer to the current situation aiming in the short term to build knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities as a means to create space for dialogue on the protection of civilians. Geneva Call works in the whole territory of Ukraine.

Role

Geneva Call is expanding its presence in Ukraine and is looking for highly-motivated professionals to join the Ukraine country program. In Ukraine GC is engaging armed groups and weapon bearers on the protection of civilians within the framework of International Humanitarian Law. GC is recruiting an experienced Engagement Coordinator who will play a key role in supporting our efforts in Ukraine through close communication and coordination with armed groups and other relevant stakeholders. The Engagement Coordinator will work with the Program team to implement overall engagement strategy, build trust with weapon bearers and promote Geneva Call’s mission. S/he will be responsible for building strategic relationships with key armed actors, military administrations and local volunteer groups. S/he will Identify and secure partnerships with stakeholders in the field as well as as liaise on various aspects related to the implementation of overall Ukraine engagement strategy and activities.

Core responsibilities

Communications & External relations with weapon bearers and stakeholders

  • Cultivate working relationships with senior military and civil society representatives in Ukraine. Identify entry points, initiate and maintain contacts with priority armed actors and stakeholders;
  • Establish strong partnerships and strengthen GC’s network with relevant weapon bearers and military stakeholders (TDF, foreign battalions, recently integrated units, General Staff and Ministry of Defense);
  • Oversee and conduct advocacy with military and government officials to advance programmatic priorities related to compliance with IHL and protection of civilians. Ensure ongoing and mutual exchange of information;
  • Organize in-person or online meetings with weapon bearers’ leadership and focal points. Ensure follow up and maintain regular contact with priority stakeholders;
  • Maintain contact with humanitarian actors, volunteer groups, military actors and serve as an information channel and advocate for their issues with relevant armed actors and military units;
  • Provide guidance to Programs team on approaches to promote and engage on IHL compliance humanitarian norms and civilian protection issues with both armed actors and civilians.

Project support

  • Organize and lead regular field trips to conflict affected areas to evaluate needs, engage stakeholders and collect information relating to the context and behaviour of weapon bearers. Analyse the potential impact of these on Geneva Call’s work in the project area and suggest programmatic adjustments;
  • Provide expertise and advice to Geneva Call’s Ukraine Team on legal/thematic issues and community-based protection work with information collected during fieldtrips;
  • Provide support on operational planning with an emphasis on enhancing GC acceptance and IHL related mandate;
  • Identify any obstacles relating to communication between weapons bearers at all levels and advise on engagement approaches.;
  • With the support of the Program team, develop activities materials (e.g. training, round-table, workshop materials);
  • Organise and conduct IHL trainings to weapon bearers, CSO and different entities in different locations, as required by GC program
  • Support the Program team to design and adapt engagement strategy with analysis and inputs from liaison efforts;
  • Lead interviews for Geneva Call research studies with weapon bearers and civilian communities.

Security

  • Monitor the security situation in eastern and southern oblasts vis-à-vis the project, project partners and Geneva Call, preparing risk assessments and suggesting mitigating measures to the management of Geneva Call in Ukraine and following up on incidents as necessary;
  • Produce short security analysis with information collected during field trips and engagement for the Project Coordinator (regional threats and trends) and the Country directors (national threats and trends).

Main qualifications

Education and experience

  • Completed degree of Higher Education in relevant field such as Political or Social Science, International Humanitarian Law or Human Rights;
  • A minimum of 5 years of relevant, diversified and progressively responsible professional experience in any of the following fields: police and military affairs, political and security issues, dialogue facilitation, human rights, fundamental freedoms and minority issues, or reporting and analysis;
  • Past military experience strongly desired. Existing network or contacts with stakeholders (armed actors) in the region is mandatory: Dnipro, Zaporizhzhia and Donetsk oblast;
  • Previous experience in engagement with weapon bearers, access negotiations and/or civilian protection is mandatory;
  • Field work experience with NGOs in conflict and crisis-affected areas and emergency contexts is desirable.

Technical skills

  • Understanding of the conflict dynamics in Ukraine and issues related to IHL compliance, civilian protection or civil-military coordination.
  • Demonstrated capacity to analyze complex political situations and translate analysis into programme adaptations;Proven experience/knowledge in Safety and security management.
  • Proven fluency in English and Ukrainian with strong presentational, writing and editing skills, including report writing,
  • Understanding of International Humanitarian Law and Human Rights Law would be a strong asset.
  • Demonstrated knowledge of humanitarian architecture, humanitarian principles and standards is an asset.

Languages

  • English (B2-C1)
  • Ukrainian (B2-C1)

Personal skills

  • Interpersonal skills with experience of negotiation with weapon bearers and other stakeholders;
  • Strong communications skills (both written and verbal) at a level appropriate for high level external representation and ability to tailor communications to different audiences;
  • Substantive experience coordinating and discussing sensitive issues with various stakeholders;
  • High level of integrity and accountability;
  • Flexibility, sensitivity and adaptability to change;
  • Resourcefulness independence and autonomy- ability to make difficult decisions;
  • Ability to reach results and meet deadlines under pressure and to handle tasks and competing priorities simultaneously;
  • Ability to work both in a team and independently;
  • Understanding and respect for organizational principles and confidentiality;
  • Willingness and ability to travel in conflict-affected areas at short notice.
