Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Russia’s aggression and the Ukraine reconstruction efforts. Currently, SACCI is supporting the Agency for Reconstruction and Development of Infrastructure of Ukraine (Recovery Agency) in creating an effective system for preventing corruption in Ukraine’s reconstruction processes to ensure transparency and accountability.

Position Summary:
The Anti-Corruption Sector Head will support the Recovery Agency’s Capacity Building Office (CBO), which seeks to build organizational structure, people capacity, and overall sustainability to support the Agency’s activities relating to Ukraine’s post-war recovery. The CBO is an advisory body consisting of independent experts that consult, develop policies, conduct analysis and oversight, and support the implementation of projects on the ground on a day-to-day basis. The Head will enhance the capacity of the Recovery Agency to identify and mitigate corruption risks in ongoing reconstruction processes. This is a short-term position with an expected level of effort of up to 150 working days.
Responsibilities:
- Conduct assessments to identify the vulnerabilities to corruption in the Recovery Agency’s systems and processes and providing recommendations on how to address them.
- Develop and support implementation of the anti-corruption policies, procedures, and codes of conduct for the Recovery Agency.
- Provide training to the Recovery Agency staff on anti-corruption policies, procedures, and codes of conduct, as well as on detecting, preventing, and reporting corruption.
- Provide guidance and advice to the Recovery Agency staff on compliance with anti-corruption laws and regulations.
- Collaborate with the Recovery Agency to strengthen its internal controls to prevent corruption, such as through the implementation of better financial management systems, risk assessments, and oversight mechanisms.
- Build partnerships with other governmental agencies, civil society organizations, and other stakeholders to enhance the Recovery Agency anti-corruption efforts.
- Monitor the Recovery Agency’s progress in implementing anti-corruption measures and report back to senior management and other stakeholders on progress made and any remaining challenges.
Qualifications:
- Bachelor’s degree in law, public administration, or related fields is required. Master’s degree is preferred.
- Minimum five years of professional experience working in a relevant field, such as government, non-governmental organizations, or international organizations, providing technical assistance/advice is required, preferably with a focus on the policy cycle and institutional review.
- Minimum two years of managerial experience is required.
- Experience in working and collaborating with various stakeholders is required.
- Experience in designing anti-corruption policies/programs is desirable.
- Knowledge of Ukrainian government operational processes is required.
- Proven ability in analytical work and report drafting is required.
- Strong communication and organizational skills are required.
- Fluency in written and oral Ukrainian and English is required.
