Administrative and Financial Specialist (full-time, remote mode with further duty station in Dnipro)

(internal SAP code: Financial Specialist)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ’s Civil Peace Service (CPS) program operates in 22 countries worldwide and focuses on deploying international peace advisers to work with local governments, schools, and NGOs to support education in non-violent conflict transformation and peace processes. The CPS program is funded from the German federal budget and is subject to the regulations of German public funding law.

The CPS project Ukraine is looking for an Financial Specialist to support the project implementation and its financial management. In addition, the candidate should be open to office management tasks and have good organizational skills. The CPS regional office and the vacancy are located in the city of Dnipro, Ukraine.

Tasks:

Financial accounting

  • Ensuring in general that the financial management of the CPS project Ukraine is carried out in accordance with the principles of proper accounting and the requirements of German public funding law;
  • Handling banking transactions (cash payments, withdrawals, deposits);
  • Managing the project’s liquid funds (bank and cash);
  • Keeping the cash book; checking, preparing, and entering receipts into the accounting software;
  • Supporting timely and proper settlement of accounts receivable.

Planning, Monitoring and Reporting

  • Assisting the CPS Coordinator with ongoing budget monitoring and on-time reporting;
  • Assisting the CPS Coordinator and CPS team with annual budget planning and implementation;
  • Assisting in monitoring and maintaining a comprehensive, structured, and clear overview of expenditure and costs, liabilities, and receivable;

Contract Management

  • Supporting and ensuring that all local contracts for the purchase of goods and services are properly awarded, monitored, and timely settled in accordance with GIZ and CPS regulations;
  • Preparing procurement plan for goods and services;
  • Coordinating with CPS partners on the preparation and timely and proper settlement of local grant contracts.

Inventory

  • Supporting the proper inventory of grant-funded assets, keeping the inventory files up to date and ensuring the correct implementation of GIZ and CPS inventory rules (including handover and disposal).

Internal control and audits

  • Ensuring that all relevant GIZ Internal Control (IC) requirements are met and that annual audits are properly prepared and conducted;
  • Supporting and coordinating audits by GIZ, Engagement Global, the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Court of Auditors and other auditing bodies.

Communication and advisory services

  • Ensuring good communication and information flow within the CPS project and with the GIZ Country Office and GIZ Head Office (incl. CPS Finance Team Bonn);
  • Proactive informing team colleagues about relevant rules, guidelines, and changes to keep project processes smooth and effective;
  • Conducting orientation & training for finance staff of CPS partner organisations in coordination with the local CPS administration team and the country office.

Other duties/additional tasks

  • Assisting international staff in organising flights and accounting for travel expenses;
  • Introducing CPS colleagues to the rules and regulations for organising events;
  • Providing organisational support for events.

Required qualifications, skills, and experience:

Qualifications

  • University degree in a relevant field and business qualification desirable (equivalent to BA or MBA).

Work experience

  • Minimum of 2 years’ professional experience in a comparable position;
  • Knowledge of financial management and accounting, experience in using accounting software.

Other skills, additional competencies

  • Good knowledge of ICT technologies (related software, telephone, fax, email, Internet) and applications (e.g., MS Office);
  • Very good knowledge of English, native speaker of Ukrainian;
  • Broad management and administrative experience;
  • Independent and result-oriented approach, flexibility, self-organisation, ability to work under pressure and intercultural skills;
  • Ability to work in a flexible, service-oriented, well-organised, friendly, and motivated way with people from different backgrounds and countries.

Employment conditions

The assignment starts as soon as possible.  It is a full-time position with 40-hours working week. Place of assignment is Dnipro (remote mode in the beginning is possible).  The contract duration is 1 year, prolongation is possible.
