Context:
The intensity of the armed violence in Ukraine is having a severe humanitarian impact on the population. The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighbouring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to Office of Coordination and Humanitarian Affairs (OCHA) reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.
IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies.
Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Officer (NFI), the successful candidate will assist to ensure timely monitoring of NFI and Common Pipeline activities and distributions to conflict affected populations, including internally displaced population, returnees and affected host communities in all Oblasts in Ukraine.
Core Functions / Responsibilities:
Support in preparing the data gathering, cleaning, and analysis of monitoring findings and preparing the relevant reports and briefs including during and post distribution reports.
Support the continuous monitoring, review and evaluation of project activities and make field visits to conduct qualitative and quantitative checks to obtain feedback.
Support in compiling and updating the lessons learned, recommendations, and best practices’ tracker that can be useful in the institutional learning process and increasing the results of projects on regular basis.
Assist in planning, participating, and leading field data collection activities through survey responses, direct observation and key informant engagement for different monitoring activities including during and post distribution monitoring
Prepare field visit reports, human interest and case stories; Ensures that proper filing and compilation of all relevant consent forms and pictures captured during field visits.
Contribute to the revisions and creation of monitoring tools and their translation to upload into Kobo as guided by the NFI Project Officer.
Assist the Project Officer (NFI) in providing trainings/workshops (planning, logistical arrangements, moderating) as required.
Undertake travels within Ukraine for data collection and field monitoring purposes to establish links with focal points and direct communication with beneficiaries in various communities and support NFI unit with field-monitoring specific tasks.
Performs such other duties as may be assigned.
Required Qualifications and Experience
Education
High school diploma/certificate or equivalent with at least five years of relevant work experience; or
Bachelor’s degree or equivalent from an accredited academic institution in Social Sciences or any other relevant field with at least three years of professional work experience.
Experience
Experience working in post-conflict/emergency zones and in high-risk environment.
Experience in humanitarian response or related field (operational field experience a must / emergency experience preferred).
Experience of working with governmental authorities, local or international NGOs or UN agencies is an advantage
Experience in Non Food Items and Common Pipeline programming in emergency humanitarian response is an advantage.
Experience in emergency, project implementation and management including project monitoring, distribution, field assessment, monitoring and reporting.
Skills
Excellent communication skills, ability to coordinate and corresponds in a clear and concise manner.
Excellent in report writing skills, monitoring , data collection, and assessment.
Ability to complete tasks in a timely and accurate manner;
Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
Good level of computer literacy, including KOBO,Power BI, EXCEL, MS WORD, MS TEAMS, OUTLOOK etc.
Required high attention to details.
Languages
English and Ukrainian is required.
