Job Summary
Global Communities is seeking a qualified Safe & Accountable Program (SAP) Coordinator to support the humanitarian response in overseeing Safe & Accountable Programming at GC and with its partner organizations, in close cooperation with sector advisors, technical officers, and the partnership team. This will include ensuring a safe and respectful environment for all staff, participants, communities, and anyone with whom Global Communities interacts, especially children and adults at risk, as well as increasing the capacity of partners’ Safe & Accountable Programming. The role is responsible for overseeing GC and partner implementation of SAP and providing training and capacity building to partners, at the direction of the partnership team and in coordination with the technical team.
Essential Responsibilities
The SAP Coordinator will be responsible for the following:
· Conduct desk review on Safe & Accountable Programming (SAP) risks in the Ukraine context, including cultural and safety considerations,
· Review and update Risk Assessment and Mitigation Plan for the CLEAR program, in coordination with relevant teams and department
· Provide capacity building for GC CLEAR staff and partners to understand SAP and the requirements of BHA and the GC CLEAR program, including safeguarding and specifically Protection from Sexual Exploitation, Abuse and Harassment (PSEAH)
· Sensitize partners about awareness raising and requirements for reporting and responding specific to PSEAH
· Support partners to flow down required SAP mitigations measures and adapt the CLEAR program-level Risk Assessment and Mitigation Plan for their own activities
· Coordinate closely with technical leads and the partnership team to ensure SAP is integrated into program design, implementation and monitoring
· Act as Safeguarding Focal Point for GC Ukraine office, coordinating with the HQ Safeguarding Director and participating in the Ukraine PSEA Network
· Liaise with HQ Senior Advisor, Global Protection and Safeguarding Director to integrate GC minimum standards and policy rollout where appropriate.
· Coordinate with the CLEAR Feedback Mechanism team to review concerns and ensure program participants are aware of and have access to reporting on sensitive concerns
· Conduct assessments and focus group discussions throughout the CLEAR program to identify new or changing risk areas, community needs and preferences, and share findings and recommendations with relevant departments and country leadership.
· Provide technical assistance to strengthen GC and partner safeguarding and protection mainstreaming practices throughout project life cycles and in partner outreach interventions.
· Ensure program implementation and GC operations in Ukraine meet GC’s safeguarding policies and international best practices.
· Develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners.
· Draft SAP inputs to CLEAR program monitoring and reporting, including monthly donor reports, SAP indicators, and others as needed.
· Review GC and partner M&E data and reports and provide feedback through a SAP lens.
Position Requirements
Education
A bachelor’s degree or equivalent experience is required; degree in social sciences, psychology, social work, international development or other related field is preferred.
Experience
· A minimum of 2 years’ prior experience working in a humanitarian emergency, conflict, post-conflict, or post-disaster settings AND in implementing protection programs, particularly in areas of CP, GBV, PSS and/or PSEA/Safeguarding.
· Experience working with individuals/groups at risk or victims of abuse, exploitation, and violence preferred.
· Experience in working with Ukrainian CSOs (civil society organizations), including CSOs capacity building is an advantage.
· Experience implementing sensitive protection services, including case management preferred.
· Experience developing technical guidance in line with humanitarian, protection, gender, and social inclusion principles and international standards, including Child Protection & Gender-Based Violence in Emergencies, Protection Mainstreaming, and Protection from Sexual Exploitation & Abuse.
· Familiarity with USAID/BHA Protection, GASI (Gender, Age, & Social Inclusion), and SAP (Safe & Accountable Programming) requirements preferred.
· Experience in capacity building of staff in programmatic, leadership and management skills preferred.

Language
Professional proficiency in written and spoken and Ukrainian and/or Russian, working level of English is an advantage.
