Junior Energy Efficiency Policy Specialist (full time, Kyiv)

(internal SAP code: Junior Energy Specialist)

GIZ-project “Promotion of Energy Efficiency and EU Energy Efficiency Directive in Ukraine” – component “Qualifications in Energy Efficiency”. The project is funded by the Federal Ministry for Economic Cooperation and Development of Germany and State Secretariat for Economic Affairs of Switzerland (SECO) and is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) and in close cooperation with the Ministry for Infrastructure (formerly Ministry for Regional Development of Building and Housing). The component “Qualifications in Energy Efficiency” works to close the gap of the skilled workers and professionals in meeting the country needs for green recovery and reconstruction. Therefore, the component engages in developing training and further education structures for professionals in the energy efficiency sector from craftsmen to university studies.

The Junior Energy Efficiency Policy Specialist is responsible for:

  • Providing support in running all technical activities smoothly and ensuring adequate implementation of the project’s activities;
  • Support all monitoring and reporting obligations of the component to partners and commissioning parties;
  • Maintaining close and highly professional contact with project partners (national-level stakeholders from the public sector, associations, and NGOs) in order to provide high-quality assistance in the field of energy efficiency policy;
  • Support the project in terms of conceptualizing and implementing events, preparing official communications, as well as meeting protocol requirements and standards.

Tasks:

Coordination and monitoring

  • Putting together an overview of project/programme activities, deadlines, etc., and presenting this regularly at team meetings with a focus on technical aspects;
  • Planning, coordinating and documenting meetings, workshops, seminars, and other project activities with a focus on technical aspects;
  • Order and distribution PR materials on the project/programme as well as GIZ PR materials;
  • Assisting with PR work for the project/ programme;
  • Managing national and international missions of experts as well as knowledge exchange in case of possibility due to security reasons;
  • Drafting Terms of References for consulting contracts on trainings, workshops, and other events within the project/programme and research;
  • Support administrative coordination of experts and contracting organizations of the component;
  • Collecting documentation for component monitoring;
  • Ensuring document flow and documentation within the component.

Research

  • In consultation with the manager, technical advisor, or expert, preparing and carrying out qualitative research projects (developing survey instruments, field trials, training field staff, organizational preparation in the field, collecting and analyzing data, supporting the partners);
  • Support the team in the implementation of all technical support activities relating to political dialogue and strategic recommendations in the field of structural change in sphere of energy efficiency policy.

Knowledge management

  • Draw up reports and presentation materials, translations;
  • Support a project database;
  • Support in communicating, updating and collecting information on the cluster server, internal web-sources (e.g. on-site operations, MS Teams, IDA, DMS, project activities calendar etc.).

Implementation of project activities

  • Preparing and supporting in moderation of meetings, workshops, and seminars online (and off-line when the security situation allows) together with external experts and consultants for partner institutions and national stakeholders;
  • Contributing to achieving the overall project goals by independently arranging/coordinating the proper preparation of conferences, workshops, and other events and supervises implementation;
  • Supporting the project team in organizational matters, e.g. in operational planning, monitoring, and other coordination sessions of the team;
  • Support in maintaining excellent professional relations with partners and stakeholders;
  • Ensuring dialogue between project partners and external experts;
  • Supporting the preparation of national and international study tours and supervises the groups during the trips when the situation allows due to security reasons;
  • Support compiling, verifying, and collating data and information related to projects’ operations, screen background information and coordinate inputs on projects’ operations, monitor changes in the political and economic surrounding, and draft briefings.

General obligations

  • To be familiar with principles of efficient planning, implementation, and monitoring procedures in the field of energy efficiency project implementation;
  • Representing the interest of the GIZ-assisted measure and always acting on its behalf.

Required qualifications and experience:

Qualifications

  • University degree, preferably MA;
  • Good knowledge of national and international practices in sphere of energy efficiency policy;
  • Knowledge of gender in energy, and PR and communications;
  • Good knowledge of digital technologies and willingness to develop the digital skills.

Professional experience

  • At least 1 year of work experience in an international environment and 3 years of total working experience;
  • Experience in energy efficiency policy related projects is an asset;
  • Experience in arranging/coordinating the proper preparation of conferences, workshops, and other events, organizing communications with partners on the national level, and communicating with national policy-making institutions (ministries, agencies, etc.);
  • Experience in preparing official communications and meeting protocols.

Other knowledge, additional competences

  • Working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, MS Teams, Adobe Acrobat, etc.);
  • Excellent knowledge of Ukrainian and English, besides, the knowledge of German is an asset;
  • Understanding of the basic principles of energy efficiency and energy efficiency policy in the EU and Ukraine, knowledge of the energy efficiency institutional (national, regional, and municipal levels) system of Ukraine, climate policy in EU and Ukraine, gender issues;
  • High level of politeness, diplomacy, tolerance, and non-discrimination;
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management;
  • Strong self-organization skills and goal orientation combined with a high level of frustration tolerance.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. The assignment starts as soon as possible. Contract duration is until 30.06.2025.
