DAI is seeking qualified candidates for the full-time Environmental Compliance Officer position in Kyiv or other regional HOVERLA office in Ukraine (Poltava, Lutsk, Lviv, Zhytomyr, Rivne, Odesa, Uzhhorod) to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Project Background

DAI Global LLC is implementing the U.S. Agency for International Development (USAID)-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv with project activities across Ukraine’s regions and communities. The HOVERLA Activity will build upon accomplishments and progress made to complete the necessary legal framework for decentralization and support Ukraine’s advance to self-reliant local governance.  It supports the operation of newly consolidated communities, improves services delivered to citizens, and advances citizen engagement and confidence at all levels.  HOVERLA has three primary objectives:

  • Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2:  Subnational government achieves greater self-reliance
  • Objective 3:  Citizen’s participation and influence is increased in local governance processes

To support these initiatives, DAI seeks qualified candidates to fulfill HOVERLA’s goals.

Position Overview

The Environmental Compliance Officer will report to the Environmental Compliance Specialist and oversee the observance of HOVERLA’s environmental management system and implementation of mitigation and monitoring measures to minimize and monitor the environmental and social risks, ensuring that the EMS requirements are implemented by the project team, including sub-contractors and grantees, and that all environmental impact analyses and reports are completed and recorded. The Environmental Compliance Officer will report to Environmental Compliance Specialist and will work closely with Grants and Ops Teams on task related to environmental compliance on grants, procurement and construction tasks and activities.

Objectives and Duties

  • Research and draft a project-level environmental monitoring and mitigation plan (EMMP) or environmental management system (EMS), synthesizing the project’s compliance requirements and keep track of ERC/EMMP implementation and reporting.
  • Monitors the implementation of environmental compliance through regular visits to project activities, review of reports, correspondence, working with third party / independent assessment, etc., prepare and submit records of compliance for the developed ERC/EMMPs.
  • Ensure that all program activities, including grants, in-kind procurements, and subcontracts, consider potential environmental impact, incorporate required environmental mitigation measures, and address any environmental concerns during project implementation.
  • Conduct evaluation of potential impacts and ensure detailed studies are completed to address environmental concerns.
  • Coordinate as necessary with the Government of Ukraine to process all documents required to obtain required environmental clearances and ensure compliance with local environmental protection regulations.
  • Establishes training requirements and responsibilities to build the capacity of local implementing partners (grantees and subcontractors) to comply with mitigation measures.
  • Coordinate environmental consulting services, supervise consultants’ work and their submission of deliverables on a timely basis.
  • For any potential high-risk activities, prepare a Scoping Statement, and Environmental Assessment (EA) or Environmental Impact Statement (EIS).
  • Maintain and track all compliance documentation for technical audits.
  • Prepare accurate and timely progress program reports on a quarterly basis, contribute to preparation of annual reports, and include updates to the annual implementation plan on the status of the project’s environmental management systems.
  • Ensure timely completion of environmental deliverables and periodic reporting.
  • Perform other tasking as directed by the Environmental Compliance Specialist.

Qualifications

  • Bachelor’s degree in Environmental Science and/or Management of Environmental Engineering or related field. Master’s degree preferred.
  • At least 6 years of experience working as environmental specialist, with a focus on regulatory compliance, environmental monitoring methods, impact analysis and assessment; construction and site development environmental monitoring experience is an advantage.
  • Experience in conducting trainings, writing environmental compliance reports and conducting environmental assessments.
  • Knowledge of USAID and Government of Ukraine environmental regulations and guideline required.
  • Previous experience with donor funded projects preferred.
  • Strong analytical skills, gender sensitivity, and a proved track record of working successfully in a variety of cultural contexts.
  • Excellent interpersonal and community consultation skills.
  • Excellent writing skills.
  • Fluent Ukraine and English language skills (speaking, reading, and writing).
