The Consultant will evaluate the project ‘Implementation of the National Mechanism of Interaction of Agents for Combatting Trafficking in Human Beings, Including Children’ funded by the United States Agency for International Development (USAID), the Norwegian Ministry of Foreign Affairs and Department of Foreign Affairs, Trade and Development of Canada. The project responds to new challenges posed by the protracted conflict and pursues a more focused approach to ensure effective adjustment of the NRM to the decentralization reform and building the resilience of vulnerable communities affected by the conflict in Donbas and occupation of Crimea. The project’s efforts are aimed to improve identification and referral mechanism, to transfer greater responsibility to the government of Ukraine at local community level, including newly-established amalgamated territorial communities, and CSOs, providing direct assistance to VoTs. The project activities cover the following regions: Chenihiv, Cherkasy, Poltava, Zaporizhia, Dnipropetrovsk, Mykolaiv, Kherson, Odesa, Lviv, Ivano-Frankivsk, Ternopil and Zakarpattia.
Under the overall supervision of the Emergency and Stabilization Programme Coordinator, and the direct supervision of the Emergency Coordination Officer, the successful candidate will coordinate and monitor all activities and staff in the field office, taking care of all projects of IOM Ukraine’s Emergency and Stabilization Unit carried out by the field office.
