Deloitte is seeking a qualified candidate to serve as a Subnational Support Specialist in support of the USAID State-Owned Enterprises Reform Activity in Ukraine (SOERA). The position is full-time and based in Ukraine.

Project Background

USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Project components include:

• Component 1: State Property Transfer
• Component 2: State Property Management
• Component 3: Individual SOE/MOE Support
• Component 4: Restoration and Reconstruction
• Component 5: Accountable Public Financial Management

One of SOERA’s objectives is the efficient and transparent management of municipal property to reduce burdens on local and state budgets, increase local employment, promote private business, improve public services provided by MOEs, and make MOE and ownership entity operations more transparent and accountable. To achieve these outcomes, SOERA implements the following approaches:

• Advise the Verkhovna Rada, Ministry of Economy, and municipalities on national ownership policies for municipal assets.
• Develop templates for local ownership policies and documentation needed for municipalities to manage and privatize their assets transparently.
• Support inventories to develop a National Register of Municipal Property.
• Support operations and governance of individual MOEs.
• Provide training on municipal asset management, including, MOEs and privatization.

Objective

The Subnational Support Specialist will play a pivotal role in supporting local governments and MOEs. This specialist will collaborate across Component areas to implement optimal practices and strategies for the project on the subnational and municipal levels. The primary focus will be on designing program activities centered around localization of strategies, policies, and expertise to support broader SOERA objectives.

Duties and Responsibilities

• Develop, execute, monitor, and evaluate SOERA subnational and municipal support initiatives across components.
• Proactively identify and address challenges related to subnational and municipal support activities, implementing solutions to support project success.
• Design and implement activities focused on efficient and transparent management of municipal property to reduce burdens on local and state budgets, increase local employment, promote private business, improve MOE-provided public services, and make MOE and ownership entity operations more transparent and accountable, including the delivery of training sessions.
• Identify and evaluate potential municipalities and MOEs for in-depth support. Provide oversight of their activities and serve as the POC to ensure effective communication and collaboration.
• Work with the Verkhovna Rada, Ministry of Economy, and municipalities on national ownership policies for municipal assets.
• Foster close collaboration with SOERA leaders and beneficiaries, actively disseminating program updates, collecting valuable input, and monitoring activities.
• Contribute to the preparation of program reports, work plans, and budgets to ensure comprehensive and effective project management.
• Assume additional responsibilities as delegated by the Chief of Party, and Deputy Chief of Party.

Required Qualifications

• BA in economics, finance, public administration, management, or a related field; MA preferred.
• At least five years of professional experience supporting municipalities, MOEs, or municipal or subnational asset management.
• Demonstrated knowledge of key challenges related to this SOW and potential solutions, including familiarity with international leading practices and the Ukraine landscape.
• Successful track record in implementation of donor-funded projects; experience collaborating with USAID activities highly preferred.
• Excellent communication skills.
• Good professional-level command of English.
• Able to plan, organize, and use time effectively.
• Ability to handle multiple tasks simultaneously and work within tight deadlines.
