Project Background and Rationale 

The Special Defence Advisor Programme (SDA) is two-year investment by His Majesty’s Government of the United Kingdom aimed at providing support to the Ukrainian Ministry of Defence and the Armed Forces of Ukraine, through a range of technical assistance and capacity building. This will be provided primarily through three core Ukrainian CSO partners, and with the support of Alinea International on technical direction and the provision of international expertise.

The project has a flexible delivery model, and the Programme Director (PD) will be a key decision-maker in driving this adaptive process and the main point of liaison with the client, shaping decisions around project spend and activities. The PD will be supported by the Project Manager, the in-country Team Lead, and operational staff.

Responsibilities:

  • Manage the project budget and the financial reporting to the client.
  • Collate all monthly invoices, timesheets, and relevant expenses.
  • Update the Activity Based Budget (ABB) on as needed basis.
  • Lease with the Project Manager and Project Coordinator on the monthly finance reporting.
  • Manage correspondence and meetings with Alinea UK colleagues as well as NGO partners regarding sets of documents to be submitted on monthly basis.
  • Manage project in-country payments i.e., office rent, translation etc.
  • Audit timesheet packages, invoices, acts of acceptance, salary calculations for partner employees, ABBs, bank statements and other related documents.
  • Collect information from the partners regarding monthly expenses and provide requests for currency exchanges.
  • Prepare draft start work order for NGO Head and start work order for Finance Director.
  • Payroll accounting for NGO Head and Finance Director.
  • Calculation and payment of payroll taxes.
  • Monitoring balances between the partner and the project accounts.
  • Consultations with the bank regarding salary project and bank statement issues on as needed basis.
  • Draft ledger and voucher templates.
  • Prepare the finance reports required by Ukrainian legislation.

Candidate Profile:

The candidate is expected to meet the following requirements related to her/his qualification, skills, and professional experience:

  • BSc degree in any of the following fields: Finance, Accounting or Economics.
  • At least 5 years of working in the finance sector managing invoice packages and project budgets.
  • Three to five years of experience managing finance reporting to client.
  • Proven work experience as a Finance Officer.
  • Knowledge of financial and accounting procedures.
  • Knowledge of Ukrainian financial regulations
  • Strong ethics, with an ability to manage confidential data.
  • Fluency in Ukrainian and English, written and spoken.

The Finance Officer will be part of a team of eight staff, including a Finance Manager and another Finance Officer, and will work closely with the team members of the implementing NGO partners. The candidate may also be required to provide inputs for the purposes of monthly/ quarterly and annual reports, as well as finance risk management and lessons learning.
