The Monitoring, Evaluation, and Learning Manager will oversee day-to-day monitoring, evaluation, and learning (MEL) activities and impact research of IREX CSO-funded Ukraine programs. The Manager will oversee the development and execution of the programs’ complex MEL plans and approaches, which includes ensuring the programs are collecting, analyzing, and sharing quality data accurately and effectively, tracking progress and reporting on indicators, developing and/or enhancing MEL systems and tools, and managing the programs’ learning strategies. This position will also manage a team consisting of a Data Specialist and a MEL Assistant, direct the development of program indicators, and supervise their implementation.

The Monitoring, Evaluation and Learning Manager is an in-person position, full time, requiring the individual to work from the office in Kyiv, Ukraine.

Your Background & Skills 

  • Bachelor’s Degree in a relevant field;
  • Minimum 7+ years of progressive job experience or a Master’s degree and 6 years of experience in a relevant field such as Monitoring and Evaluation, International Development, Statistics, or a related discipline.
  • Demonstrated technical knowledge related to research, monitoring, and evaluation methodologies (e.g. qualitative, quantitative, mixed method, and impact identification);
  • Demonstrated technical knowledge of methods and ethics in educational and/or social science research;
  • Proven experience designing and implementing MEL methodologies, tools, and systems for diverse development projects;
  • Experience conducting research and ability to proficiently articulate findings in the English language;
  • Proficiency in quantitative and qualitative data analysis, including the use of statistical software and tools to draw meaningful insights from MEL data;
  • Strategic mindset with the ability to align MEL strategies with organizational goals and contribute to the development of learning agendas;
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing MEL and performance monitoring plans;
  • Experience in planning and managing surveys, including the development of data collection tools from scratch;
  • Experience in outsourcing and overseeing evaluations/surveys that are conducted by external vendors and managing communications with them;
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives;
  • Strong problem-solving skills and demonstrated flexibility to meet program outcomes.
  • Strong representational and organizational skills;
  • Proficient in Microsoft office products, including Excel; Proficiency in using MEL software, data visualization tools. Familiarity with relevant statistical software is a plus;
  • Speaking, reading, and writing proficiency in English and Ukrainian is required. Excellent written and spoken English;
  • Excellent cross-cultural and interpersonal communication skills;
  • Self-motivated and result oriented; and
  • Awareness of gender equality and social inclusion approach.
  • You must have unrestricted authorization to work in Ukraine.

Your Daily Tasks 

  • Develop comprehensive plans for MEL tasks
  • Collaborate with Senior Management to integrate MEL plans into overall project planning;
  • Develop and manage timelines for MEL tasks, ensuring adherence to programs’ schedules;
  • Oversee the day-to-day progress of MEL tasks;
  • Identify potential risks to timelines or data quality;
  • Ensure timely and accurate reporting of MEL results to internal and external stakeholders;
  • Maintain comprehensive documentation of MEL processes, methodologies, and databases.
  • Develop and implement risk mitigation strategies;
  • Oversee the procurement process for MEL-related, ensuring compliance with IREX operational policies; and
  • Ensure MEL activities align with the overall IREX organizational strategy.
  • Cultivate and maintain positive relationships with internal and external stakeholders involved in MEL activities;
  • Engage regularly with Senior Management, program teams, partners, and donors to understand their information needs and expectations;
  • Communicate MEL findings and progress effectively to the Senior Management and the donor;
  • Respond promptly to donor inquiries and requests for information related to MEL efforts;
  • Foster a collaborative environment to ensure the successful integration of MEL insights into supported programs;
  • Clearly articulate MEL methodologies, tools, and approaches to program teams and stakeholders.
  • Establish effective feedback mechanisms to gather input from stakeholders on MEL processes and outcomes;
  • Use feedback to enhance the relevance and impact of MEL initiatives and programs respectively;
  • Facilitate open and constructive dialogue to resolve issues and maintain positive relationships; and
  • Participate in relevant professional networks and forums to stay informed about MEL best practices.
  • Identify potential partners for collaboration on MEL initiatives;
  • Contribute to the development of MEL components in project proposals;
  • Collaborate with the Business Development team to integrate MEL strategies into overall project design;
  • Contribute to the development of agreements that include specific MEL-related commitments;
  • Collaborate with finance and business development teams to develop budgets for MEL components in proposals;
  • Facilitate knowledge transfer to partners by sharing best practices, methodologies, and lessons learned;
  • Enhance the partner’s understanding of the value of MEL in achieving programs objectives; and
  • Establish feedback mechanisms with partners to continuously improve MEL strategies and processes.
  • Collaborate with finance and program teams to develop and monitor realistic budgets for MEL activities, ensuring compliance with organizational and donor guidelines
  • Monitor MEL project expenditures against approved budgets;
  • Oversee contracts with MEL consultants and ensure compliance with financial terms. Monitor financial compliance of sub-recipients;
  • Stay informed about changes in organizational financial regulations and adjust practices accordingly;
  • Implement cost-effective strategies for MEL data collection, analysis, and reporting; and
  • Identify potential financial risks related to MEL activities.
  • Foster a collaborative and inclusive team environment within the MEL team;
  • Provide guidance and mentorship to Data Specialist and MEL Assistant and support their professional development;
  • Delegate responsibilities and tasks effectively among MEL team members, considering their strengths and development goals;
  • Facilitate open dialogue to resolve disagreements and maintain a harmonious work environment;
  • Ensure MEL team members understand the overall goals and objectives of MEL inside the programs and their individual roles in achieving them;
  • Provide regular and constructive feedback on individual and team performance;
  • Ensure that MEL team members have the necessary tools and support to fulfill their roles; and
  • Demonstrate effective leadership during challenging situations or crises.
  • Other support duties as needed.
