Background:

Repair Facilitation Program in Ukraine is a Swiss Solidarity-funded project implemented by Helvetas in collaboration with DESPRO.

• The goal of the current stage of the Project – Phase 3 (February 2024 – January 2025) is to respond to prevailing Shelter/WASH needs of IDP living in collective sites (CS) in Kharkiv Oblasts whose houses have suffered direct damage from the conflict, as well as winterisation needs of conflict affected population in Kyiv and Kharkiv Oblasts. It will support conflict affected communities which are lacking resources for private and public infrastructure rehabilitation.
• Territory of implementation of project tasks: municipalities of Kyiv and Kharkiv regions.

Role:

 Under supervision of Helvetas the implements independent technical backstopping and quality control mechanism, during planning and implementation of infrastructure projects in selected areas – larger water projects and the multi-apartment building repair projects, according to humanitarian standards and practices.

Tasks and responsibilities:

• Provide expert advise on all aspects of REFAUK project;
• Represent Helvetas in designed forums;
• Support Helvetas program development including contribution to drafting of concept notes or project proposals;
• Provide support to overall program implementation;
• Other duties as assigned.

Deliverables:

• Comprehensive report covering all points mentioned above.

• Petr Base, Country Coordinator, with support of Project Manager

Duty station, contract duration and type

• Duty Station: Kyiv/Kharkiv region (with the ability to work remotely)
• Duration of engagement till the end of the year, with option for extension
• Starting date: ASAP
• Consulting contract – product based

Profile:

• Relevant education and experience
• Excellent knowledge of the construction sector, good knowledge in planning, implementing projects in water and sewage sector, is an asset
• Good understanding of building construction processes, including materials and technologies
• Experience in construction project management or project management in general is an asset
• Knowledge and experience in pre-implementation project planning: feasibility studies, elaboration and assessment of technical solutions
• Knowledge and experience in technical supervision, quality control
• Good knowledge of the governmental and municipal regulation authorities for the construction sector, with their responsibilities and functioning
• Experience in working with international organization in the development cooperation sector, ideally in the frame of a reconstruction project, is an asset
• Experience in provision of advisory services, skills transfer and vocational training
• Report writing skills
• Good computer literacy
• Fluent language skills in Ukrainian (writing and speaking), and English, as an asset
