Background

Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. Global Communities is responding to the crisis in Ukraine, delivering humanitarian assistance through a community-led response. Global Communities’ response is designed with the goal of saving lives, reducing suffering, and addressing urgent needs while supporting communities to lead their own response and setting them up for recovery.

Job Summary

The Finance Manager oversees all aspects of the organization’s finances, including budgeting, accounting, and auditing. Working under the overall direction of the Director of Finance and in coordination and collaboration with project technical staff, the Finance Manager is to plan, design and coordinate the implementation of sound accounting and financial management and control systems and procedures for all operational areas and to facilitate the maintenance of accurate and up to date financial and accounting records for effective and smooth running.

Responsibilities:

The Finance Manager oversees all aspects of the organization’s finances, including budgeting, accounting, and auditing. Working under the overall direction of the Director of Finance and in coordination and collaboration with project technical staff, the Finance Manager is to plan, design and coordinate the implementation of sound accounting and financial management and control systems and procedures for all operational areas and to facilitate the maintenance of accurate and up to date financial and accounting records for effective and smooth running.

Under the supervision of the Finance Director, the Finance Manager will be responsible for the following:

Project Management

  • Manage day-to-day support to one or more project teams and clients, including communicating and assisting with project-office requests and overseeing adherence to project requirements, government regulations, and GC SOPs.
  • Oversee financial aspects of the project’s contract or agreement by reviewing monthly invoices for accuracy and compliance; Support or manage a variety of contract mechanisms (e.g., Cost Plus Fixed Fee, Time & Material).
  • Ensures the timely and accurate processing and review of all payroll transactions, assuring compliance with established employment agreements and modifications.
  • Ensure the project is compliant with all tax liabilities and statutory remittances.
  • Proactively identify issues or potential risks, including project performance, financial, legal, and other core business areas. Develop strategies and solutions to address those risks, communicating, when appropriate, with the director and senior vice president; strategically assesses and consult with support units on corporate-office and project-office matters to help make informed decisions.
  • Take the initiative to identify business opportunities, efficiencies, and cost savings for the business unit.
  • Identify opportunities for knowledge- and solution-sharing across the company and take the initiative to build staff and company capacity.
  • Lead recruits of long- and short-term project personnel by Global Communities policy and delegate to or mentor others in project recruiting where possible and appropriate.
  • Conduct periodic project office visits to monitor and support project operations and implementation, including conducting training, conducting or responding to audits, providing input to work planning, conducting technical research, and performing other complex tasks.
  • Review and comment on technical work, deliverables, and project communications documents.
  • May contribute dedicated time to other workstreams and functions to achieve BU goals, including new business, operations, and technical practice contribution.

Audit

  • Manage preparation of internal and external audits.
  • Support responses and actions to internal and external audit findings.
  • Conduct periodic reviews of backup documentation to ensure completeness, accuracy and full compliance with all regulations and the FFAM.
  • Perform regular spot audits on project files.
  • Ensure adequate backup documentation is uploaded to relevant system according to set deadlines.
  • Other duties:
    • Escalate any delays or other issues to the Director of Finance.
    • Perform any other duties as assigned by the Director of Finance.

Technical

  • Proactively engage in the technical practice of relevance to areas of interest or focus, sharing information and best practices learned with the company; this includes a strategic view to connect the course and project in support of enhanced project performance and technical leadership goals of the procedure.
  • Build subject matter expertise and contribute to BU, technical practice, business line, and corporate priorities, including as a regional financial analyst or compliance specialist.
  • Promote GC by identifying opportunities for and attending external events, networking with clients and counterparts, articulating a solid understanding of Global Communities’ past and present portfolio; effectively representing the company’s history, values, and standards; and identifying and developing new business leads.

 New Business Development

  • Take initiative to support new business efforts, including growing personal network of industry contacts; assuming capture and live proposals roles; and building expertise to assume increasing levels of leadership roles on proposals, including as technical writer, cost preparer, or czar, in addition to other roles as needed.

Management and Leadership

  • Supervise, mentor, train, develop, and evaluate assigned staff; provide regular performance feedback to supervisees and the time and opportunity to grow professionally.
  • Mentor and advise staff across the organization (e.g. associates, program managers, and others) as appropriate on a range of topics, including business development, technical work, and project management.
  • Demonstrate inclusive behaviors and leadership consistent with GC’ values and leadership competencies.
  • Serve in the acting director capacity as required.
  • Perform other duties as required.

Education and Training

  • A BA in finance, accounting required; advanced degree preferred.

Experience

  • Strong knowledge of International Accounting Standards and local accounting practices in Ukraine.
  • A minimum of 6 years progressive financial management experience, and a minimum of 2 years of managerial experience in similar level position required, preferably in large scale, complex programs.
  • At Least 1 year of experience in the financial management of international donor funded programs.
  • Strong understanding of USAID, BHA and other major donor regulations.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables, receivables, and balance sheet is required.
  • Strong reporting skills and proven track record of working and monitoring complex budgets.

Technical skills

  • Highly developed time management and prioritization skills and ability to meet multiple deadlines in high paced, fluid environment.
  • Excellent planning, management, and coordination skills.
  • High attention to details and ability to maintain quality deliverables.
  • Flexible and adaptable to changing working condition.
  • Excellent command of excel, MS office and other database applications.

Language skills

  • Good command of spoken and written Ukrainian and English is mandatory.
