The Recovery and Reform Support Team (RST) at the Ministry for Communities, Territories and Infrastructure Development of Ukraine (MCTID, Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) on a temporary basis by donors that provides targeted technical support and assist in the design and implementation of priority reforms.
RST MCTID is now opening for the position of Senior Project Manager: Maritime Transport.
Main duties and responsibilities:
• Developing the maritime sector’s reform agenda and projects;
• support in the implementation of the National Recovery Plan, Facility Plan and RDNA 3 within the maritime sector;
• developing and updating the roadmap for reforming maritime transport, including review of the role, functions and institutional set-up of the Shipping Administration and the Ukrainian Sea Ports Authority (USPA);
• supporting the reorganizational process of the Ukrainian Seaports (analytical and consulting support on privatization, concession, drafting procedures);
• supporting the implementation of the maritime Directives and Regulations of the European Parliament and Council into the Ukrainian legislation as per EU – Ukraine Association Agreement;
• assisting with the implementation of a Corrective Action Plan developed on the basis of the IMO audit;
• providing assistance in enhancing the efficiency of Ukrainian maritime state enterprises, including support in developing necessary laws and bylaws, establishment of a supervisory board, implementation of concession projects and coordination with relevant international financial organizations;
• assisting the development and supporting the implementation of infrastructure projects and projects of public-private partnership (PPP), particularly preparation of the pre-feasibility and feasibility studies for concession projects in seaports of Ukraine;
• contributing to deregulation and liberalization in the maritime transport sector (development of concepts, coordination with the Ministry, development of regulations, obtaining Ministry approval, and providing support until adoption);
• assisting in developing proposals for sustainable sector financing (operations and investment);
• assisting in preparing necessary draft legislation, regulations and policies in maritime and inland waterways transport;
• participating in public discussions with the Members of Parliament, Government and private sector experts on maritime reform’s related legislation and maritime sector’s recovery issues;
• Other responsibilities as assigned by the RST Director.
