Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible and to return Ukraine to pathways towards achieving the SDGs as quickly as possible. In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric. UNDP follows a no excuse — zero tolerance policy with regard to Sexual Exploitation and Abuse (SEA) and reaffirms its commitment to prevent SEA and to respond to incidents of SEA by providing adequate assistance to victims/survivors in order to protect their rights and enhancing the safety of its teams and beneficiaries. All forms of sexual exploitation and abuse are incompatible with the universal human rights framework, national legislation, values, humanitarian principles, and standards that underpin UNDP and the entire UN Country Team in Ukraine. Given the complexity of our work, the expansion of the CO activities, and the requirements of the 2024 UNCT PSEA Action Plan and HCT PSEA Action Plan, the UNDP Resident Coordinator appointed three PSEA Focal Points and a PSEA Task Force.

The Action Plan covers all UNDP personnel and includes concrete activities in the five mandatory results areas foreseen by the UNDP corporate action plan. Bearing in mind the evolving security and humanitarian situation in Ukraine, the PSEA risk assessment and risk management part of the Action Plan mirrors the Country-level Action Plan for the UNCT in Ukraine and encompasses the PSEA-related obligations of the Management and Accountability Framework (MAF) for the dual accountability system based on individual mandates, organizations and as part of the PSEA Country structure (UNCT). It also outlines the priorities agreed by the Inter-Agency PSEA Network to be achieved jointly across Ukraine with humanitarian operations, providing the minimum operational standards and requirements to measure progress and analyze effectiveness, impact, and progress on measures to prevent and respond to sexual exploitation abuse countrywide.

This UNV assignment will support the implementation of the UNDP Action Plan for preventing and responding to Sexual Exploitation and Abuse, with a specific focus on the risk assessment and risk management of UNDP partners and grantees.

Requirements for candidates:

  • 3 years of experience in gender mainstreaming and/or humanitarian affairs or in fields related to sexual exploitation and abuse, sexual harassment, gender based violence, staff misconduct and discipline.
  • Experience in developing and facilitating training and capacity-building activities is required;
  • Professional work experience at the national and/or international level in in any of the following areas (including a combination): prevention of sexual exploitation and abuse, gender, gender-based violence, sexual harassment; experience working in the UN or other international development organization is an asset.
  • Understanding of the humanitarian sector is an advantage.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills; quantitative and qualitative data analysis skills are an advantage.
  • Previous involvement with and knowledge of the UN system would be an advantage.
  • Previous involvement with and/or experience working with government, international Non-Governmental Organizations and Local Civil Society Organizations in Ukraine is an advantage.
  • Accuracy and professionalism in document production and editing.
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Desirable: a valid national driving licence.
  • Master degree or equivalent in social work, social sciences, gender, international development, or other relevant related fields is required.A first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree.
