Chemonics International, a global consulting and international development firm, seek a Procurement Director, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy.
The Procurement Director will be responsible for the overall management and direction of the CEP procurement team. S/he will facilitate collaboration between the grants and procurement teams, ensuring effective coordination and streamlined processes. S/he will contribute to the design, development, and oversight of the project’s policies, procedures, and practices, as they relate to procurement, and will oversee and manage grant-related procurements in compliance with the CEP grants and procurement manuals, USAID regulations, and Ukrainian laws. S/he will liaise regularly with the CEP technical, monitoring, evaluation, and learning (MEL), communications, and operations teams. In coordination with the Strategic Investment Fund (SIF) Director, Chief of Party (COP), and Deputy Chiefs of Party (DCOP), s/he will manage communications with the home office, USAID, prospective and current grantees, local organizations, government counterparts, and private sector stakeholders on grants and procurement-related issues.
The Procurement Director’s responsibilities will include, but are not limited to, the following:
Responsible for overall management and direction of the CEP procurement team in compliance with the CEP grants and subcontracts manuals, USAID regulations, and Government of Ukraine (GOU) laws.
Provides contractual and administrative oversight of implementation of all Strategic Investment Fund (SIF) procurement activities under the CEP program.
As required, serves as the main point of contact between the Ukraine office and Chemonics-Washington as it pertains to subcontracts drafting and negotiation, particularly for subcontracts and purchase orders above the COP delegation of authority threshold and complex, high-value procurements and related shipping logistics.
Ensure efficient workflow of procurements, including appropriate division of responsibilities to best support CEP technical teams, grantees, government counterparts, and stakeholders.
Ensure full compliance with USAID and U.S. government regulations, Chemonics’ corporate policies, laws of Ukraine, and any supplemental policies developed specifically for CEP.
Review and finalize, RFQs, RFPs and ROIs.
Reviews procurements (subcontracts, purchase orders, fixed price services agreements, etc.) to ensure responsiveness to compliance requirements, in particular allocability, allowability, and reasonableness and eligibility of commodities (CEL).
Works with procurement colleagues to identify opportunities to use creative umbrella mechanisms for procurement to avoid long drawn out and arduous competitive procurement processes, including drafting Blanket Purchase Agreements (BPAs) and Indefinite Quantity Subcontracts (IQSs) when possible to streamline and support more efficient technical implementation.
Participates in the development of subcontract and grant activity descriptions and scopes of work for procurement under subcontracts and grants. Advises technical leads on appropriate procurement and grants mechanisms.
Participate as a member of the Subcontracts Evaluation Committee.
Manage client and grantee/stakeholder communications on procurement-related issues as required.
Liaise internally with home office, technical, MEL, communications, and operations teams to ensure multiple activities are well-managed.
Oversees and monitors SharePoint (SP) to ensure procurement-related files, deliverables, and handover materials are generated, named, and stored per project guidelines. Regularly conducts spot checks of SIF procurement files for completeness and updates the files in real time.
Coordinate with grants and subcontracts team members, including oversight of a portfolio of grants awards and procurement, logistics and subcontracts.
Delivers training and mentorship to new staff on procurement and compliance requirements and procedures and provides refresher training and one-on-one mentoring as needed to staff. Contributes to content development for such trainings as required.
Ensure the effective review of all background documentation and oversight by technical teams of grants and/or procurements. Including, reviewing, and editing technical documents related to grants and procurement activities, such as activity descriptions, solicitations, negotiation memoranda, justifications for Restricted Eligibility, requests for waivers, subaward agreements, and other documents.
Develop and submit weekly and quarterly reports on procurement activities within the grants portfolio. Provide input to CEP’s annual work plans; MEL plans and activities.
Work with CEP technical and grants and subcontracts teams to oversee required environmental compliance policies and procedures.
Contribute to CEP’s environmental review system for grant recipients, ensure compliance with 22 Code of Federal Regulations (CFR) 216 USAID Environmental Procedures requirements, USAID’s Supplemental Initial Environmental Examination (SIEE) recommendations, and Ukrainian environmental laws and regulations.
Perform any other related tasks assigned.
The required and/or preferred qualifications for the Procurement Director position are:
At least a bachelor’s degree in the business, finance, economics, other related field – or equivalent experience- required.
A minimum of eight (8) years of experience supporting donor-funded projects in areas relating to procurement management and compliance; experience in grants related procurements and USAID-funded projects strongly preferred.
Demonstrated ability to manage cross-functional teams on activities relating to grants and procurements required.
Strong interpersonal skills to maintain effective working relations with grantees, stakeholders, and government counterparts required.
Working proficiency in basic office computer applications, including MS Word and Excel required.
Demonstrated experience at being well organized, leading independently, managing multiple tasks, and adhering to deadlines required.
Demonstrates leadership, versatility, and integrity.
Professional level of English and Ukrainian languages required.
Willingness to work in Ukraine is required.
