FOR THE CONSULTANCY CONTRACT OF: Database and Information ManagementDeveloper (Consultant)
Duty Station of the Consultancy: Kyiv, Ukraine
Duration of Consultancy: 6 months, with possibility of extension subject to availability of funds and satisfactory job performance.
Nature of the consultancy:Category A Consultancy
Under the overall supervision the Chief of Mission and the Programme Manager (DTM), withthe direct supervision of the Database and Web Development Officer, the Consultant will support the Information Management team with data cleaning processes, quality control, and database development.
Project Context and Scope:
Over nine years after the onset of the crisis in eastern Ukraine and following the Russian invasion in February 2022, the country has been embroiled in a full-scale war. The consequences of violence have spread across the entire territory of Ukraine, and over 5 million people are estimated to have been internally displaced. This situation is likely to become protracted as fighting continues and new waves of displacement are expected. In support of the ongoing and future humanitarian response, IOM implements large-scale assessments across the country and reporting of displacement and mobility trends, urgent needs, as well as needs related to recovery and durable solutions to displacement.
Organizational Department / Unit to which the Consultant is contributing:
Response, Resilience and Recovery, Data and Analytics Unit.
Category A Consultants: Tasks to be performed under this contract
Assist in data cleaning and normalization processes to ensure accuracy and reliability of data.
Develop, test and upload Kobo forms in line with Data and Analytics Unit
Manage data storage and implement data management systems to ensure data integrity.
Perform SQL queries for data extraction, analysis, and reporting.
Utilize knowledge of databases and dashboards, such as PowerBI, to create visual representations of data and facilitate understanding.
Assist in the development and implementation of website development.
Support the team in data analysis, cross-checking datasets, translation automation and report reviews.
Work closely with the Information Management team to ensure adherence to data privacy policies and procedures.
Verify that all data collection is in line with IOM’s Data Protection Principles.
Perform such other duties as they might be assigned.
Performance indicators for the evaluation of results
Kobo forms: Successful deployment of Kobo forms to the main IOM Kobo service and ensure that data collection is happening smoothly as well as collecting feedback from users and fix any errors or labels on monthly basis.
Excel support: Successful maintenance and creation of Excel templates as well as data cleaning and data formatting inline with DTM and IM guidelines for analysis and public datasets.
Database support: Successful migration of tables from excel and/or kobo api to database inline with IM guidelines and instructions for each round of assessment on monthly basis.
Dashboards maintenance: Successful deployment and maintenance of dashboards as well as automatic refresh and updating datasets and usage of Kobo API.
Education, Experience and/or skills required
Education:
University degree in Computer or Data Sciences, Statistics, Information and Technology, Geography/Geographic Information System, Communications, or a related field from an accredited academic institution with two years of relevant professional experience.
Experience:
Experience in using the following programming languages and frameworks: SQL, C#, Asp.net MVC, Python,and GIT.
Experience writing python scripts or R scripts to produce charts or data insights.
Experience working with HTML, CSS, and building web apps and websites.
Experience with using PowerBI.
Experience in managing data entry and maintenance.
Technical skills:
Knowledge of database development, Python and user interface web applications.
Knowledge of API, and understanding of web requests and the ability to work with GET and POST methods.
Excellent verbal and written communication skills.
Travel required
Yes, travel is required to support the project activities.
