The USAID Competitive Economy Program (CEP) is a seven year, $170M program, which promotes a strong, diverse, and open economy by enhancing the business environment for Ukrainian enterprises, improving the competitiveness of emerging and high-growth industries and their firms in international markets and equipping the Ukrainian workforce with skills necessary for reconstruction and rebuilding the economy.

Position Description

The Microsoft Power BI Specialist (Specialist) will support CEP’s Monitoring, Evaluation, and Learning (MEL) data analytics team in the design and maintenance of Power BI interactive dashboards providing the analysis of CEP implementation. The Specialist will help the MEL team to troubleshoot and debug the already developed dashboards and reports, develop new ones using the CEP’s sources for presenting CEP’s accomplishments and expected results to the CEP project team, leadership, and USAID. He/she will work with the MEL team and other related teams to understand their data needs and deliver solutions that meet them, as well as train end-users on how to use and interpret the data on the dashboards and reports effectively. The Specialist will ensure the accuracy and reliability of the data presented in the dashboards and reports. This involves validating the data and implementing quality checks.

Specific tasks and responsibilities

Specific tasks and responsibilities for this position include:

  • Design, develop, maintain, and support Power BI dashboards and reports that provide data visualization and interactive analysis.
  • Use DAX to create complex calculations, measures, and aggregations.
  • Optimize and enhance the performance and usability of Power BI solutions.
  • Collaborate with Monitoring, Evaluation, and Learning (MEL) data analytics team and other project teams to understand the data sources, requirements, and user feedback.
  • Follow best practices and standards for data quality, security, and governance.
  • Document and Test Power BI solutions and provide technical support and troubleshooting.
  • Identify areas for improvement in data collection, reporting processes, and data quality.
  • Other duties as assigned by the MEL Manager, Chief of Party, Deputy Chief of Party, or their designees.

Timing and Level of Effort

This assignment is expected to require up to 120 days of professional LOE that is about 11 months.

Supervision and Reporting

The Specialist reports to and is supervised directly by the MEL Manager or their designee. Day-to-day work will be conducted in close coordination with the CEP’s MEL team.

Deliverables:

  • Monthly progress reports containing information on the tasks completed and the results achieved
  • Recommendations to CEP on the dashboards and reports improvements, including data collection, reporting processes, and data quality of sources
  • End-user training and support developed and provided, as required
  • Inputs to CEP’s regular and ad hoc reporting and planning, as require

Qualifications

The required and/or preferred qualifications for this position include:

  • University degree in computer science, information systems, or another related field.
  • 3+ years of proven hands-on development experience with Microsoft Power Applications, with at least 2 years developing Power BI solutions, is required.
  • Strong knowledge of data modeling, data analysis, data refresh, and data visualization techniques.
  • Proven analytical and problem-solving skills used in the development of Power BI Solutions.
  • Proficient using Microsoft Office applications.
  • Detail-oriented and able to work independently.
  • Effective cross-cultural interpersonal and communication skills required.
  • Demonstrated versatility and integrity.
  • Fluency in English and Ukrainian required.
