THIRD PARTY MONITORING (TPM) – Field Monitoring Specialist

POSITION ADVERTISEMENT

LOCATION:  Ukraine with regular field travel

DURATION:  Full time consultancy for a three (3) month period with the possibility of extension

START DATE: ASAP

COMPENSATION/BENEFITS: US$ 650/day, 2 weeks leave every 8 weeks, Evacuation Insurance, Disability and Workers Compensation Insurance

BACKGOUND:

The United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses.

Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to BHA enabling USAID humanitarian assistance and 24/7 response capability. There are 5 Tasks within the BHASC. Task 3 Field Program Support ensures that BHA’s constantly evolving field support requirements are met.

Global Emergency Group, Inc. (GEG) is the Task 3 Field Program Support lead for Team Credence and BHASC.  Founded in 2007, GEG supports Team Credence on the BHASC through the provision of readiness and operational response support services to BHA as it responds to crises around the world and this  includes 3rd party monitoring.  The GEG headquarters is near Winchester, Virginia with our global team based all over the world.

POSITION OVERVIEW

The Field Monitoring Specialist (FMS) – currently on a consultancy basis – will perform Third Party Monitoring (TPM) on behalf of GEG/Team Credence in support of USAID’s Bureau for Humanitarian Assistance (BHA), in Ukraine.

The FMS will assess the impact of Implementing Partner (IP) interventions funded by BHA in emergency settings. The FMS will engage with key stakeholders including IP’s, community leadership, and beneficiaries, and report back on findings. These findings facilitate BHA’s ability to ensure IP compliance with award commitments, ensure that activities on the ground are implemented to governmental and industry standards, and adhere to Do No Harm protocols.

The FMS will be responsible for conducting field visits in areas where USAID’s BHA has partners providing humanitarian assistance in Ukraine and create reports based on the data collected. The objective of each field visit will either be to monitor the work of a USAID/BHA humanitarian IP or to assess the humanitarian needs in a defined location The FMS will support technical and logistical aspects of site visit planning and adhere to all security-related recommendations.

POSITION REPORTING/COMMUNICATION LINES:

Under the supervision of the Field Monitoring Coordinator, the FMS will communicate directly with, and take technical direction from the USAID/BHA Ukraine Crisis DART, or another identified BHA programming designate.

POSITION RESPONSIBILITIES

The FMS will be responsible for the following:

  1. Develop a Contextual Understanding and Conduct Context Monitoring: The FMS will develop an understanding of humanitarian developments within Ukraine, while also maintaining knowledge of USAID/BHA’s sectoral guidelines, M&E standards, humanitarian portfolio, and response priorities. The FMS will provide regular verbal and written reporting to USAID’s Ukraine Crisis Disaster Assistance Response Team (DART) and other entities on issues related to the humanitarian programs they support and on the overall situation in Ukraine. This will include providing regular reports on site visits, attending meetings, context, and other issues that impact humanitarian relief efforts. The FMS will conform all reporting to assigned templates and guidance used for the team to ensure the standardization of reports.
  2. Monitor Humanitarian Programs: The FMS will perform monitoring of BHA-funded projects in accordance with the thematic and geographical priorities identified by BHA and in agreement with the IPs. The FMS will utilize a mixed methods approach of tools pre-approved by BHA to check for any “Red Flag” issues and also verify the quality of programming based on BHA performance criteria. The FMS will maintain regular contact with USAID/BHA grantees. He/she will travel to partner implementation sites to verify project activities and document progress and challenges (including access issues) against approved project scopes. The FMS will report to USAID/BHA on partner progress and share beneficiary feedback.
  3. Perform Needs Assessments: The FMS will independently travel to locations where BHA staff cannot access that are experiencing new and evolving crises to assess humanitarian needs. The FMS will report to appropriate USAID/BHA teams on his/her assessment findings.
  4. Assist BHA Staff in Conducting Remote Site Visits: The FMS will assist BHA staff in implementing virtual or remote site visits to areas where BHA staff cannot travel. The FMS will work with BHA staff, including technical specialists, and BHA IP’s to plan and conduct these remote site visits.
  5. Link to USAID/BHA’s Technical Standards: Where feasible, the FMS will use USAID/BHA technical standards for monitoring and assessment; guidance on these techniques will be provided by BHA field and monitoring and evaluation (M&E) staff. All data gathered by the FMS will be anonymized, will protect the privacy of respondents, and will be encrypted. The data and reports will not be shared outside of USAID/BHA without the written consent of the appropriate USAID/BHA programs teams.

POSITION QUALIFICATIONS

Required

  • Strong understanding of humanitarian aid and at least three years’ experience implementing or monitoring humanitarian or development programs
  • Experience working in conflict-affected zones
  • Familiarity with Monitoring and Evaluation frameworks
  • English proficiency, AND Ukrainian OR Russian language proficiency
  • Travel 50-75% of the time within Ukraine

Desired

  • Experience working in Ukraine
  • Experience in field monitoring
  • Understanding of M&E fundamentals
  • Familiarity with USAID monitoring practices and standards
