Deloitte is seeking a qualified candidate to serve as a Deputy Head of Business Advisory Group for Restoration in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine, Kyiv.
The Business Advisory Group for Restoration (BAGR) is a collaborative effort between the USAID State-Owned Enterprises Reform Activity (SOERA) and the Ministry for Restoration (MOR) aimed at fostering engagement with Ukrainian and international businesses to support restoration and reconstruction (R&R) efforts in Ukraine and stimulate sub-national economic growth. BAGR’s purpose is to serve as a convenient and effective communication platform for MOR interactions with businesses and business associations.
Position Objective
The BAGR Deputy Head provided through SOERA will serve as a primary coordinator for collaboration between MOR and Ukrainian and international businesses and business associations. The Deputy’s main objective is to enhance and streamline communication channels and foster partnerships.
Key Responsibilities
- Provide governance of BAGR’s activities and coordinate the Group’s work.
- Lead efforts to foster dialogue between MOR and businesses, ensuring communication channels are open, transparent, and conducive to collaboration.
- Chair Group meetings in the absence of the BAGR’s Head.
- Manage and oversee timely and accurate responses to information requests from businesses and stakeholders.
- Manage and supervise a team of up to four members of BAGR’s secretariat.
- Plan, coordinate, and execute educational seminars, workshops, and conferences to enhance understanding and cooperation between MOR and businesses.
- Establish mechanisms to gather feedback from businesses and stakeholders. Identify areas where legislative changes could enhance R&R efforts and economic growth. Present findings to authorities and promote necessary changes.
- Work closely with stakeholders to align SOERA’s goals with Activity implementation, participate in SOERA work planning, and prepare Activity reports and deliverables.
Minimum Requirements:
- Higher education degree (bachelor’s, master’s) from an accredited university in economics, law, finance, public administration, management, or a related field.
- Minimum 5 years of experience in a management role, preferably in a government agency, international organization, business association, or NGO, with demonstrated success in stakeholder engagement, project management, and policy advocacy.
- Proven track record of working in cross-functional teams and collaborating with diverse stakeholders to achieve common goals.
- Demonstrated ability to establish productive relationships with senior government officials, business community, civil society, and/or international donors, particularly on politically sensitive and highly visible issues.
- Verbal and written fluency in English, along with strong communication, interpersonal, and presentation skills.
- Experience in construction project management, along with PMP or other professional certifications, is desirable.
- Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, is a plus.
- Professional experience supporting municipalities, state-owned enterprises, and/or municipally owned enterprises, is preferred.
- Experience with USAID-funded programs is preferred.
