Deloitte is seeking resumes for qualified candidates to serve as Monitoring and Evaluation Lead in support of the USAID Health Reform Support project. The position is full-time and will be based in Kyiv, Ukraine.
Project Description
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
1) Improve health sector governance.
2) Support the transformation of the healthcare financing model.
3) Strengthen the health workforce.
4) Enhance transparency, accountability and responsiveness of the health care system.
5) Improve service delivery system at all levels.
Position Summary
The Monitoring and Evaluation (M&E) Lead will ensure that the project’s M&E system is developed and managed to effectively capture and report on all project deliverables in a timely manner. S/he will lead project data collection, analysis and reporting of progress against performance management plan indicators. S/he will work directly with each component and with the monitoring and evaluation advisors from the home office to ensure that the Project is adequately evaluating its progress and communicating its findings to USAID.
The M&E Lead will report to the Deputy Chief of Party, and will be expected to coordinate with all project components and the home office.
This position is based in Kyiv, Ukraine. The project offers a hybrid working arrangement where staff can elect to work-from-home when in person attendance is not required by project needs. HRS offers a competitive salary and benefits package for its employees.
Tasks and Responsibilities:
Duties and responsibilities will include, but will not be limited to:
· Fulfill all internal project M&E requirements, including the preparation of data for project reporting and coordination the reporting process.
· Manage the M&E team of two other staff members.
· Coordinate the monitoring, evaluation, and learning components of all project activities including project work planning, performance and context indicator development, outline data collection and analysis methods, MEL plan development and tracking, learning, reports, and other deliverables.
· Coordinate planning and implementation of program evaluation activities and data collection, illustrating project activities progress and impact.
· Supervise research, evaluation, and assessment activities to ensure adherence to best practices and high-quality standards, including compliance with ethical guidelines.
· Develop and manage the project performance-based management system to effectively capture and report on all project deliverables.
· Conduct capacity-building activities and intervention on M&E related topics for the Project’s team and partners of the Project.
· Develop, update, and monitor progress of the MEL plan.
· Identify technical assistance needs of project counterparts and training resources as appropriate.
· Conduct targeted data collection and analysis efforts to assess effectiveness of project programs.
· Prepare the responses for M&E-related USAID’s requests.
· Present to USAID on indicators, M&E and project rollout as needed.
· Support project team in M&E-related issues.
· Deliver M&E training and technical assistance to project counterparts to ensure the quality of their reporting.
· Plan and perform data quality assurance activities.
· Assure all M&E activities are conducted within the scope of the project budget.
· Coordinate the project outcome assessment activity and final reporting in collaboration with the Home office staff.
· Perform other functions as directed by the Deputy Chief of Party and Chief of Party.
Qualifications/Requirements
· Bachelor’s degree required, and Master’s degree in relevant discipline, statistics background highly valued.
· Minimum of five years demonstrated experience working on M&E for USAID or other donor projects with additional years of experience in related fields such as research, healthcare, civil society, humanitarian assistance, economic development, strategic communications highly valued.
· Demonstrated ability to carry out statistical analysis is highly preferred.
· Possess prior experience of leading MEL in USAID funded projects.
· Strong working knowledge of tracking and reporting on key indicators for measuring project effectiveness and impact for programs.
· Demonstrated experience in M&E and knowledge management processes including data collection with attention to data quality assurance.
· Strong interpersonal and team skills, with ability to work with individuals from diverse backgrounds and cultures.
· Fluency in Ukrainian and advanced working proficiency in English required.
· Strong writing and reporting skills.
· Self-starter, takes initiative, and is proactive in coordinating with project technical team, and strictly adhere to deadlines.
· Able to work effectively with high-performing team and highly accomplished professionals and experts and deliver on the tasks.
· Flexible, adaptive personality and able to work in multiple time zones.
· Experience with the MS technology suite (Microsoft Office) required. Experience with MS Teams, Project, MS Share Point and Power BI preferred.
