Reporting to: This position will report to the MEL Advisor and Deputy Team Lead on all technical delivery matters, and directly to Alinea on contractual and billing matters.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-Time, Aug 2024 – March 2025 (with possible extension)
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Fluency in Ukrainian, English.

Project Description: Alinea International has been contracted by the UK Government to provide strategic communications support for the Government of Ukraine. The project is designed to support strategic communications coordination; and to enhance the government’s institutional research/analysis capacity to inform effective communications.
About the Work: We are looking for a Monitoring, Evaluation and Learning (MEL) Manager to provide dedicated monitoring, evaluation and learning to an exciting project in support of Government of Ukraine strategic communications. The role forms part of Alinea project team. This is a critical role, central to the project’s ability to illustrate delivery.
The Role:
• Manage the project MEL framework and related activities.
• Working with and under the supervision of the MEL Advisor (remote) and the direction of the Deputy Team Lead.
1. Manage the project monitoring, evaluation and reporting system
• Manage all project MEL, including reviewing and updating the results framework (RFW), MEL dashboard/delivery plan, learning and evidence plan.
• Engage with project teams to gather data and information on project delivery for regular reporting to the donor.
– Liaise with project lead and relevant teams on input for project evaluation reporting.
– Provide draft input to bi-weekly, quarterly and annual reporting.
• Conduct key informant interviews, focus group interviews, needs assessments, surveys, baseline and endline assessments as required for the MEL framework and reporting.
• Review and advise team on project outputs and outcomes against the RFW.
• Participate in relevant meetings and other project activities.
• Manage and store all project data securely.
2. Work with the MEL Advisor to identify and implement any improvements/ revisions to the MEL management system.
• Analyse and interpret data to identify trends, patterns and areas for improvement ie data collection tools and methods, data visualization.
3. Work with the MEL Advisor to identify and capture key evidence, learning and evaluation
• Design, participate in and support learning activities.
• Contribute to learning reports.
• Suggest improvements to learning, evidence and evaluation approaches.
• Inform and support project adaptation in response to emerging learning.
• Ensure MEL practice is collaborative across project components to enable project-level learning and adaptation.
Key Deliverables
• The consultant will :
– Manage, update, analyse and report on the RFW.
– Identify and capture key project learning.
– Contribute to monthly/quarterly/annual reports, in addition to ad hoc reports and donor requirements.
Required Qualifications:
• Ukrainian native speaker, fluent in English.
• Based in Kyiv, Ukraine.
• 8+ years of MEL experience, including in a management role, preferably in strategic communications, media relations, public affairs, or advocacy projects. Experience in international development and donor MEL frameworks preferred.
• Experience with both qualitative and quantitative methodologies.
• Experience conducting key informant interviews, focus groups, needs assessments, surveys and so on.
• Understanding of behaviour change models preferred, such as Behavioural Drivers or COM-B models, and their application in government strategic communications.
• Experience developing MEL approaches to evaluate project contributions to policy change and audience sentiment.
• Experience working with teams with varying levels of monitoring and evaluation experience; confidence explaining M&E processes in simple terms.
• Strong data processing and analysis skills, with an eye for accuracy.
• Experience presenting and facilitating learning with diverse stakeholders, including senior clients and staff.
• A self-starter, with the ability to think strategically and turn insights into recommendations.
