Background

Since 2016, the Global Communities organization has been implementing the DOBRE Program in Ukraine (“Decentralization Offering better results and efficiency”, “DOBRE”), financed by the United States Agency for International Development (USAID). This program is designed to help TC leaders effectively manage resources, improve the quality of public services, and expand citizen participation in solving issues of local importance. During 2023-2025, DOBRE will continue to provide comprehensive assistance in support of local self-government to deepen democracy, improve conditions for the development of TC and promote stability in Ukraine. Over the next two years, DOBRE will provide direct technical support to 60 territorial partner communities in Dnipropetrovsk, Zaporizhzhia, Ivano-Frankivsk, Kirovohrad, Mykolaiv, Ternopil, Kharkiv, Kherson, Chernihiv, and Chernivtsi regions.

Global Communities is implementing the Community-Led Emergency Action and Response (CLEAR) program with support from the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) to respond to humanitarian needs in Ukraine. The program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response.

Job Summary

Global Communities is seeking a qualified Protection Coordinator to assist in providing technical oversight for all Global Communities-supported protection services in Ukraine. This will include responding to Protection, Child Protection, Gender-Based Violence and Psychosocial Support needs of those affected by the conflict in Ukraine directly and through local partners. The role is responsible for assisting the Sr Protection Manager in overseeing the implementation of protection activities under sub awardees in Ukraine, providing technical guidance through targeted technical assistance, training, and capacity building to partners, and ensuring a harmonized approach across the country. The Protection Coordinator reports to the Senior Protection Manager.

Essential Responsibilities

The Protection Coordinator is responsible for the following:

  • Assist in providing, guidance, and supervision of the Ukraine Protection portfolio, including Child Protection (CP), Gender-Based Violence (GBV), Psychosocial Support (PSS), and Protection Coordination, Advocacy, and Information;
  • Provide support to the implementation of partner Protection activities;
  • Assist in the creation and implementation of Protection partners capacity enhancement plans;
  • Oversee partner milestones ensuring that programs are being implemented on schedule;
  • Compile and review reports as required by the donor, capturing activities’ progress, lessons learned, community needs and reconcile against activities planned and quality standards;
  • Lead mentorship efforts and support the capacity building of Protection staff, partners and other stakeholders through regular communication and guidance, and ensure regular bilateral partner meetings are conducted.

Technical 

  • Help to Identify protection needs through desk reviews and leading protection needs assessments;
  • Ensure all activities run according to minimum standards and best practices and are appropriate for the context, in line with minimum standards for CP, GBV, PSS and humanitarian principles;
  • Ensure quality information management and confidentiality of beneficiary information;
  • Coordinate with Safe & Accountable Programming (SAP) staff to mainstream Safeguarding, Protection Mainstreaming, and Gender, Age, & Social Inclusion (GASI) best practices throughout protection programming.

Internal Coordination 

  • Participate in regular Protection coordination meetings, information sharing and learning between teams and partners;
  • Apply a multi-sectoral response to Protection through coordination and integration with other relevant sectors within Global Communities and its partners;
  • Coordinate with security, finance, logistics, and other relevant departments to ensure activities are implemented smoothly and without adding risk to program participants, staff or partners;

External Coordination & Representation

  • Actively engage with the relevant coordination groups to ensure programming aligns with the priorities of the humanitarian response and initiatives;
  • Engage with Ministry of Social Protection and other Government representatives to understand and coordinate with available services;
  • All other job-related duties as assigned by supervisor.

Position Requirements 

Education

A Specialist’s or Master’s degree or equivalent experience is required; degree in social sciences, psychology, law, social work, international development or another related field is preferred.

Experience

  • A minimum of 2 years’ prior experience working in humanitarian emergency, conflict, post-conflict, or post-disaster settings AND in implementing protection programs, particularly in area of CP, GBV, PSS and/or PSEA/Safeguarding;
  • Experience working with individuals/groups at risk or victims of abuse, exploitation, and violence;
  • Experience implementing sensitive protection services, including case management;
  • Experience developing technical guidance in line with humanitarian, protection, gender, and social inclusion principles and international standards, including Child Protection & Gender-Based Violence in Emergencies, Protection Mainstreaming, and Protection from Sexual Exploitation & Abuse;
  • Familiarity with USAID/BHA Protection, GASI (Gender, Age, & Social Inclusion), and SAP (Safe & Accountable Programming) requirements;
  • Experience in capacity building of host country staff in programmatic, leadership and management skills.

Skills 

  • Fluent in English oral and written;
  • Commitment to the principles of confidentiality, survivor-centered approach, and Do No Harm;
  • Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization;
  • Exemplary time management, multi-tasking skills, and attention to detail necessary to meet deadlines and coordinate multiple projects in a fast-paced environment;
  • Commitment to confidentiality and survivor-centered approach;
  • A team player who can work collaboratively and with people of diverse backgrounds;
  • A strong understanding of the Ukraine context;
  • Ability to work both in an advisory and a hands-on implementation capacity;
  • Computer literacy, familiarity with word processing, excel and PowerPoint is required;
  • Excellent writing and presentation skills;
  • Ability and willingness to travel (up to 30%) to target communities for trips ranging from one to three weeks.

Language 

Professional proficiency in written and spoken English and Ukrainian. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.
