Learn to Discern in Education (L2D-Ed) is implemented by IREX with the support of the US Embassy in Ukraine and in partnership with the Ministry of Education and Science of Ukraine, the Ministry of Culture and Information Policy of Ukraine, and the Academy of Ukrainian Press.

L2D-Ed aims to strengthen Ukrainian teachers’ and students’ resilience to disinformation and manipulation by enhancing their critical information engagement skills, and to create demand for high-quality information in the Ukrainian secondary education system at large. The project involves developing and training teachers with educational media literacy materials, conducting research, and delivering training for other target audiences (university professors, civil servants, representatives of local governments, etc.).

The Synthetic Media Literacy to Digital Safety (SML2DS) program will be implemented by IREX. SML2DS aims to combat manipulative information, divisive narratives, and distortion tactics by training Ukrainian secondary-school teachers, students, caregivers, and education stakeholders to become more discerning and skeptical of synthetic content from malign actors. Synthetic media – media content that is fully or partially generated or modified using Artificial Intelligence (AI) – yields unique challenges and opportunities in the information space.

IREX is looking for a Program Officer who will provide administrative and operational support to the L2D-Ed and SML2DS programs’ by closely communicating with staff, partners, experts, and stakeholders. The Program Officer will take the lead in coordinating logistics, overseeing monitoring and evaluation activities, conducting data collection, managing reporting efforts, and other activities as needed.

Your Background & Skills

  • Bachelor’s degree in social sciences, international affairs, or a relevant field.
  • Minimum of 3+ years of demonstrated administrative experience.
  • Experience working on programs related to education and/or media literacy.
  • Experience in managing or collaborating on international donor-funded projects.
  • Experience working in subgrant management.
  • Advanced proficiency in Microsoft Office (Excel, PowerPoint, Word, and Outlook).
  • Very good command of written and spoken English and Ukrainian is required.
  • Strong interpersonal, communication, and writing skills.
  • Capable of managing multiple priorities and meeting deadlines consistently.
  • Interest in media literacy and critical thinking, with foundational knowledge in this area required.
  • Demonstrates creativity and generates innovative ideas.
  • Exhibits keen attention to detail and a strong sense of responsibility.
  • Demonstrates problem-solving skills and the ability to resolve challenges effectively.
  • Proficient at working independently with minimal supervision.
  • Adaptable and responsive in dynamic program environments.
  • Willingness and ability to travel when necessary.
  • You must have unrestricted authorization to work in Ukraine.

Your Daily Tasks

  • Coordinate program meetings and events (training, workshops, working group meetings, conferences, brainstorm sessions, creative workshops, and other activities), ensuring effective organization and facilitation.
  • Coordinate the work of experts and contractors responsible for material development and training execution.
  • Support and monitor the process of organizing virtual and in-person events for program beneficiaries.
  • Travel to program sites as needed to monitor implementation, provide coaching to beneficiaries, and recommend improvements.
  • Support program documentation, financial records, and payment processes.
  • Coordinate logistics, monitoring and evaluation activities, data collection, and reporting efforts.
  • Draft various program-related documents, reports, and success stories.
  • Provide web-based research support for projects and publications.
  • Serve as an interpreter if needed and translate program-related documents between English and Ukrainian as necessary.
  • Perform other assigned duties to support project objectives as needed.
  • Maintain active communication among project staff, partner organizations, experts, trainers, regional coordinators, ministries, and key stakeholders.
  • Communicate regularly with suppliers and subcontractors to facilitate project requirements.
  • Contribute to the development and adaptation of program documents.
  • Offer technical assistance in relevant areas of expertise and provide advisory support to program subgrantees.
  • Support procurement processes, including contract preparation and vendor agreements.
  • Maintain and support financial records and payment processes.
  • Collaborate closely with team members on program-related tasks.
  • Seek and integrate feedback into daily performance.
  • Other support duties as needed.
