The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

The Budget and Programming function in the country office needs to augment its capacity by filling this position for pipeline management. The role provides a range of specialized support for efficient planning, monitoring, and analysis of project operational and financial performance to enhance the optimal use of resources.

The role in Ukraine CO reports to the Budget and Programming Officer in the Budget and Programming Unit. The Budget and Programming Officer (BPO) will lead pipeline management and analysis of shortfalls, and complex resource analysis work, in view of providing management with an accurate and reliable understanding of the country office’s position with regards to resourcing against the plan, also will be involved in budget and programming activities and analytical work to support the collation, maintenance, analysis, and reporting of information to maximize the effectiveness of WFP’s operations.

ACCOUNTABILITIES/RESPONSIBILITIES:

Some of the key accountabilities include but are not limited to:

Pipeline Management

1. Coordinate matching commodity pipeline requirements with sourcing options in collaboration with Supply Chain and Programme teams, building and maintaining productive partnerships at the operational level to ensure timely shortfall coverage.

2. Guide the Country Office team in monitoring the resource pipeline across all transfer modalities (Food, Cash Based Transfers, Capacity Strengthening and Service Delivery) to maximize operational effectiveness, following standards and processes, and providing advice on resource allocations based on the severity of pipeline shortfalls using relevant funds management and pipeline management tools.

3.Convene and lead weekly cross-functional pipeline working group (across Field Offices as needed) that proactively discusses resource availability and upcoming shortfalls, recommending timely mitigation measures. Key stakeholders include Supply Chain, Programme, and Activity Managers.

4.Propose and prepareAdvance Financing requests to meet pipeline needs and maximize the utilization of the contributions with shorter validity in close collaboration with the Programme and Partnerships teams.

5.Participate in meetings with internal and external stakeholders to discuss the utilization of incoming contributions and support developing funding proposals, ensuring appeals are made against critically underfunded activities in line with donor interest and CO priorities.

Performance Management and Reporting

6.Manage the programming of received funds promptly, according to prioritized operational needs, submitted funding proposals, donor conditions, and restrictions, and in close collaboration with the Partnerships teams.

7.Coordinate preparing interim, progress, and final reports as stipulated in various contribution agreements between WFP and specific donors, particularly for those locally negotiated contributions in close collaboration with RB and HQ counterparts as required.

8.Proactively keep track of ongoing procurement actions with the Supply Chain to understand the operational reality and better inform decision-making on critical next steps.

Other

9.Lead data analysis efforts and innovatively develop reports to meet varying requirements and audiences and enable informed decision-making, ensuring consistency of information presented to senior management and external stakeholders.

10.Monitor and support the development and improvement of systems, techniques, tools, processes, and procedures to better monitor, manage and report on WFP budgets and resources.

11.Develop the capacity of WFP staff in operational planning, and performance reporting, through coaching around the regular day-to-day transactions and developing, updating, and delivering training using available materials, manuals, and guidelines.

12.Document internal business processes, develop Standard Office Procedures (SOPs) and training packages on pipeline management matters, and provide onboarding briefs to newcomers in the CO team.

13.Represent the unit at internal meetings/committees/working groups as required to obtain and provide information from a resource programming and stock availability perspective.

14.Perform other relevant duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

EDUCATION: Advanced University degree in Business Administration, Finance, Supply Chain, Logistics, Statistics, Economics or other relevant field, or First University degree with additional years of related work experience and training/courses.

EXPERIENCE: At least one (1) year of postgraduate professional experience in the following areas:

  • Translating operational requirements into financial information.
  • Preparing budgets and reports for management.
  • Reviewing plans and budgets, monitoring the financial progress of the projects, reviewing donor reports, and facilitating donor and internal audits.
  • Previous experience in project management and performance management.
  • KNOWLEDGE & SKLLS: Comprehensive analytical skills and advanced knowledge of Excel, PowerPoint, and SAP applications.

LANGUAGES: Proficiency in English, Ukrainian languages, both in oral and written communication.

FUNCTIONAL CAPABILITIES:

  • Internal Controls & Risk Management: Utilizes understanding of risk management approaches and internal controls to monitor projects and programmes to confirm regulatory compliance and ensure data integrity.
  • Performance Budgeting, Analysis, and Reporting: Analyses budgets and forecasts to support the development of recommendations for senior leadership on financial and business planning in accordance with Value for Money principles.
  • Resource Management: Monitors staffing and resource usage trends to anticipate and escalate potential issues to programme leaders.
  • Performance Management: Applies knowledge of WFP’s performance management system to manage resources and relationships to undertake monitoring actions or deliver straightforward evaluations of operations, programmes, or processes to WFP monitoring and evaluation quality standards.
  • Programme Knowledge: Applies knowledge of the WFP program and supply chain principles to develop and review project budget plans.
