Community Action for HIV Control project seeks for Communication consultant to provide the annual evaluation of communication strategy, assist in designing and implementing communication campaigns, coordinate the communications mentoring program, develop training programs and promotional materials.
Deliverables:
Assistance provided in the development and implementation of communication campaigns and digital instruments:
update on target audiences research data
new concepts development and ToRs creation for the selection of service provider
assisting in evaluating contractors strategies and tactics
providing recommendations for improvements on the each stage of campaign cycle implementation
Mentoring program for NGO subgrantees coordinated:
assistance in program design and general coordination of mentors’ work
ongoing monitoring and quarterly analysis of the effectiveness of subgrantees progress
recommendations and consultations regarding the tactics and approaches to strengthen the communications processes of subgrantees
preparing at least 3 learning materials for subgrantees based on their needs
drafting agenda and facilitating quarterly meetings with subgrantees
Training sessions on communications provided:
collecting data of the needs of subgrantees and Project team
developing training programs
holding at least 2 training activities
Materials to support the Project’s achievement promotion developed:
collecting data and approach designing
developing and editing at least 2 materials for traditional and/or online media
ensure placement and promotion of developed materials
On all communications services the Consultant shall:
Collaborate with Communication team in close collaboration with Project team.
Prepare reports monthly.
Could complete tasks related to integrated marketing, digital communications, public relations, visual art, reputation management, partnerships development, mentoring and coaching.
Conceptualize, design, and deliver time-sensitive communications products and activities.
Have the capacity to provide services for one (1) year upon contract expiration and fix the cost of services for the period of contract validity.
Upon acceptance of each material or concept, CAHC will retain all intellectual property rights.
Period of performance: seven (7) months (Oct 2024-Apr 2025), approx. 10 days per month (70 days in total expected)
Qualified candidate must possess the following qualifications:
Minimum of ten (10) years’ experience providing similar services, outstanding technical expertise and excellence in customer service.
Experience of work in non-profits with Communications, Marketing, Public Relations, Public Information, Public Affairs, External Relations, Media – at least 10 years.
Experience of work with international organizations and technical projects – at least 10 years.
Experience in communications in the field of HIV/AIDS and/or public health – at least 5 years.
Master Diploma, preferably – in communications, humanitarian field, health care sector or social studies.
Strict adherence to deadlines and ability to work effectively, often under tight deadlines, and deliver a quality product in a professional manner.
Proposals (digital submissions only) must include, at a minimum, the following information:
CV with linked examples of quality of work (relevant past projects and materials pertinent to providing the services).
Proposed Fees/Expenses. Proposals shall clearly state all fees and expenses to be charged in the performance of all Services: If based on a daily rate, provide the daily rates to be charged for the Contractor. Provide an explanation if fees will be calculated on any other basis.
3. Reference List – A list of at least three (3) contacts for references, including client name, organization, email and telephone contact information for similar work performed by the applicant.

Proven relevant experience – 25 points
Skills and expertise – 25%
Supervisory experience – 25%
Cost of service – 25%
