JOB OVERVIEW:
The Partnerships Monitoring Evaluation and Learning (MEAL) Officer supports the quality preparation and implementation of IRC’s partner programs across the country. The Partnerships MEAL Officer will support the Partnerships Unit and the Partnerships MEAL Manager  to review of report data and verification and provide guidance and training related to MEAL/Client Responsiveness and Accountability (CRA) to sub-awardees in order to strengthen their capacity, as required.
This position reports to the Partnerships MEAL Manager.

KEY RESPONSIBILITIES
– Support all technical aspects and actions of Partnership  MEAL regarding the all sectors programming; foster high standards and practices for quality data collection, analysis, and reports. Enable accountability to clients, partners, and donors
– Participate in Partnership Project Opening, Review and Closure Meetings, including to review successes and challenges with the partner, and capture effective MEAL/CRA practices for future partnerships.
– Collaborate with partners to ensure completeness, correctness, and accuracy of beneficiary reach data and ensure databases and up to date and accurate by conducting monitoring visits
– Work collaboratively with partners to develop and implement tools.
– Review partner ITTs, and supporting documents to ensure compliance with the partnership agreement, donor regulations and IRC policy, and provide feedback to the partner as appropriate.
– Work with partners to ensure appropriate Client Feedback Mechanisms (CFM) are established and functioning.
– Participate in the review of the performance of the partner, including successes, challenges and lessons learned.
– Provide MEAL/CRA mentoring support to partners, in accordance with partner project support plans, with a focus on supporting the partner to strengthen CFMs and approach capacities that are responsive to the needs of the partner

JOB REQUIREMENTS
Education:
– BA degree or equivalent in International Development or Affairs, Social Science, Business or related field.
Experience:
– Minimum of 1 year work experience with INGOs or NGOs or a related field.
Demonstrated Skills and Competencies:
– Fluency in Ukrainian and English, Russian a plus.
– Possess basic technical knowledge of M&E approaches and techniques in some or all of the following areas: Outputs, Outcome monitoring; Theories of Change, Logical frameworks, Data collection, Basic data analysis, Accountability, Client feedback mechanisms;
– Proficiency in MS Office software suite – including Word, Excel, PowerPoint and Outlook and experience working with databases and/or other tracking systems.
– Basic proficiency and experience with data collection such as Kobo, CommCare, knowledge of PowerBi  is an additional asset;
– Data interpretation skills, reporting writing and presentation skills.
– Excellent oral and written communication skills, including the ability to present to groups of all sizes.
– Self-starter with ability to work independently and part of a team.
– Exceptional interpersonal skills; tact, patience, diplomacy, and appropriate assertiveness.

REPORTING STRUCTURE AND TEAM COLLABORATION
Internal: Partnerships team, MEAL team
External: Partner staff – primarily MEAL focal points

WORK ENVIRONMENT AND OTHER RELEVANT INFORMATION
– Travel to other locations is needed up to 30% of time

The IRC investigation unit comprises of experts and trained investigators that ensures professional survivor-centered investigations are conducted if allegations of safeguarding violations are reported through the safe and accessible reporting channels that IRC makes available to its staff, partners, and clients. IRC is also an active member of the Inter-Agency Working Group on Protection from Sexual Exploitation and Abuse (PSEA) set-up in Ukraine.
