Position Description

EnCompass LLC is implementing the seven-year Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.

For an upcoming evaluation, EnCompass seeks an Evaluation Team Lead with proven record of leading evaluations of international development programs, good understanding of the public health sector and mental health support services, experience of work with USAID and experience of work in Ukraine and/or Eastern, Southeastern Europe or CIS.

The evaluation will be conducted in a hybrid mode (a combination of online and offline work). The Team Lead will not be required to travel to Ukraine unless s/he is willing to.

The total Level of Effort (LOE) for this role is up to 50 days from January 20 to May 30, 2025.

Position Duties and Responsibilities

Essential functions:

  • Lead the evaluation team, managing tasks required to complete data collection and analysis and producing deliverables on time and to required quality standards
  • Develop the evaluation design and workplan based on scoping interviews with USAID and implementing partner staff, the evaluation statement of work, and core project documents in compliance with evaluation best practices and ADS 201 evaluation requirements and guidance
  • Lead the desk review of the Activity’s reports, Ukrainian legislation, and other relevant documents
  • Develop the data collection tools (desk review guide, interview guides, focus group discussion guides, survey questionnaires etc.)
  • Plan and conduct field work (key informant interviews and other)
  • Conduct data coding and analysis
  • Prepare evaluation updates, such as the data collection memo, as requested by the UMLS Evaluation Specialist
  • Prepare the presentation of initial findings to USAID
  • Lead the process of drafting the evaluation report, address USAID’s comments, and prepare the final report
  • Prepare and conduct the presentation of the final report for USAID Ukraine and other stakeholders

Position Requirements

Qualifications

Academic Qualifications

  • Minimum master’s degree in public policy, public administration, international development, public health, mental health and psychosocial support or a related field

Experience and Skills

  • At least 5 years of experience in designing and leading evaluations of complex international development programs in Ukraine and/or Eastern or Southeastern Europe
  • Good understanding of the public health sector and mental health support services (including in the war context)
  • Good knowledge of the data collection and analysis methods (both qualitative and quantitative); experience of designing interview guides and leading interviews
  • Solid understanding of USAID programming policies and practices
  • Knowledge of Gender Equality and Social Inclusion as it relates to the public health sector and experience of incorporating GESI into evaluation
  • Strong English language written and oral skills; knowledge of Ukrainian is preferred
