Position Description

EnCompass LLC is implementing the seven-year Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.

For an upcoming study, EnCompass seeks a Mental Health Study Team Leader (Health Economist) to serve as a Team Leader for a National Mental Health Investment Case Study with a strong professional background in health economics, return on investment (ROI) and value for money (VfM) research approaches, and knowledge of the current situation in Ukraine. This person should also have a proven record of leading assessments or evaluations of international development programs, excellent communication skills (both verbal and written) and experience in managing economic studies of the health sector, with a preference for experience in mental health.

The study will be conducted in a hybrid mode (a combination of online and offline work). The Team Lead will not be required to travel to Ukraine unless s/he is willing to.

The total Level of Effort (LOE) for this role is up to 55 days from mid-December 2024 to May 30, 2025.

Position Duties and Responsibilities

Essential functions

  • Lead and provide technical expertise at client scoping meetings.
  • Lead the study team, managing tasks required to complete data collection and analysis and producing deliverables on time and to required quality standards.
  • Develop the case study design and workplan based on scoping discussions with USAID and implementing partner staff, the study statement of work, and core project documents.
  • Lead the desk review of current state of Ukraine’s mental health sector, relevant Ukrainian legislation, and other relevant documents.
  • Lead the development of the quantitative and qualitative data collection tools (desk review guide, interview guides, focus group discussion guides, survey guides, etc.).
  • Plan and conduct field work (key informant interviews and other).
  • Assign team members’ tasks and facilitate smooth team operations.
  • Conduct data analysis and prepare study updates as requested by the UMLS Evaluation Specialist or USAID.
  • Prepare the presentation of initial findings to USAID.
  • Lead the process of drafting the study report, address USAID’s comments, and prepare the final report.
  • Prepare and conduct the presentation of the final report for USAID Ukraine and other stakeholders.

Position Requirements

Qualifications

Academic Qualifications

  • A minimum of a Master’s degree in Health Economics, Public Health, or a related field, a Ph.D. is preferred

Experience and Skills

  • Minimum of 5 years of experience in health economics research, with a focus on mental health preferred.
  • Proven track record of leading health sector research projects.
  • Strong analytical and quantitative skills, with experience in return on investment or value for money approaches preferred.
  • Proven experience designing data collection tools, managing data collection, and analyzing complex data.
  • Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.
  • Demonstrated ability to lead and manage a multidisciplinary team.
  • Knowledge of the healthcare system and mental health sector in Ukraine or similar contexts is an advantage.
  • Familiarity with USAID programming, policies, and practices, especially in the health sector preferred.
  • Strong English language written and oral skills; knowledge of Ukrainian is preferred.
