1. Project Background
The USAID/Ukraine Revenue and Expenditure Governance Reforms Operationalized (RevGRO) Activity, implemented by DAI Global LLC, will promote fiscal resilience, transparency, and accountability by enhancing state revenue generation and financial management in Ukraine. This will be achieved through the Activity’s three objectives: Increased national revenue through support to tax and customs policy, administration, and institutional reforms; Strengthening public investment management, expenditure management, and audit in line with international standards; and enhancing civic oversight and private sector engagement and fiscal policy.
2. Position Purpose
The Audit Specialist will oversee technical assistance and capacity building activities to improve internal audit, audit coordination, and internal controls.
3. Key Duties & Responsibilities
- Collaborate closely with the project technical team and counterparts in the Ministry of Finance (Central Harmonization Unit), State Accounting Chamber and State Audit Service and other Ukrainian stakeholder institutions to develop and implement a strategy and activities to provide technical assistance and material support to achieve results related to internal audit and internal control.
- Support technical activities related to coordination of Government of Ukraine entities involved in internal and external audit, internal controls, and audit coordination.
- Design and develop strategies to enhance human resource and institutional capacity to meet EU standards related to internal audit and control.
- Design scopes of work and oversee/supervise the technical work and deliverables of short- and long-term technical staff to support implementation of project activities related to internal audit, audit coordination, and internal controls.
- Assist with drafting contract deliverables including annual work plans, quarterly reports, Monitoring, Learning and Evaluation (MEL) Plan, weekly updates, and with other technical documents as needed.
- Support cross cutting activities, including collaboration with civil society and private sector actors as requested to support the project’s overall objectives and demands from project counterparts.
- Other activities as assigned by the Objective 2 Lead.
4. Qualifications
- Bachelor’s degree in relevant area and at least seven years of experience in internal and external audit, internal controls, and other related roles.
- Substantial experience working with and on Government of Ukraine audit and internal controls systems.
- Fluent written and spoken English and Ukrainian.
- University degree in a relevant area (e.g., economics, public administration, business management, etc).
- Previous experience working on a donor funded project preferred.
