Tasks and Responsibilities:

The incumbent is one of the three National Human Dimension Officers working closely with the Human Rights/Human Dimension Officers in the Human Dimension Unit of the SMM Head Office. The incumbent is responsible for:

1. Analysing inputs from monitoring teams on human dimension issues identified as SMM priorities, and drafting regular analytical updates and reports on those topics;
2. Identifying (emerging) issues of concern and drafting guidance notes, questionnaires, tracking tools and other means of implementing effective monitoring of these identified priorities;
3. Providing comments and feedback to monitoring teams (in person, by phone, in writing) for consistent and accurate reporting on human rights issues;
4. Presenting SMM findings on assigned thematic areas in a variety of contexts including internal briefings and external presentations to Ukrainian and international audiences;
5. Contributing to the organization of capacity building, training and workshop activities pertaining to thematic human dimension activities;
6. Attending and reporting on meetings and conferences arranged by Ukrainian state authorities, international organizations, and NGOs on human rights and other human dimension issues;
7. Performing other duties as required.

Necessary Qualifications:

• Ukrainian citizenship or holding permanent resident status in Ukraine;
• A first-level university degree in law, political sciences, social science, international relations or human rights related field is desirable;
• Minimum two years of relevant professional experience in the promotion and protection of human rights, including monitoring and reporting in the area of human rights or the human dimension;
• Holding a valid driving license is desirable;
• Computer literate with practical experience with Microsoft applications;
• Professional fluency in English, Ukrainian and Russian, both written and oral;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different genders and diverse political views, while maintaining impartiality and objectivity;
• Cultural sensitivity and judgment;
• Some knowledge of OSCE principles and commitments is desirable;
• Some knowledge of international humanitarian and human rights law is desirable.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,785.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
