Legal and Regulatory Experts (Lawyers); Non-Bank Financial Institutions/Access to Finance Expert at DAI GLOBAL LLC

The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The FSR is looking for candidates to fill in the following long-term positions under

Component 1: Market Regulation and Supervision:

Legal and Regulatory Experts (2-3 positions depending on the mix of skills and experience) in the following areas:

• Banking
• Non-Bank Financial Institutions – factoring, leasing etc. (NBFI)
• Capital Markets/Financial Instruments
• Commodity Markets and Infrastructure
• Anticorruption Frameworks/Regulatory Regime
• Digital Finance/Banking
• Consumer Financial Protection 

Required Qualifications:

• University degree in law, advanced degree preferred
• At least five (5) years of work/professional experience in one or several of the technical areas listed above
• Sound experience in drafting legislative acts preferred
• Experience in legal analysis and assessment

Non-Bank Financial Institutions/Access to Finance Expert will support project execution including diagnostic assessment, market research, financial analysis, demand side assessment (SMEs), financial intermediaries’ engagement, service and product development and other activities aimed at increase of access to finance for SMEs as stipulated by the Work Plan.

Required Qualifications:

• University degree in business, economics, finance, law or related subject area, advanced degree preferred
• At least three (3) years of work/professional experience in Ukrainian non-banking financial sector
• Practical experience with SMEs, nonbank financial institutions, government authorities
• Understanding of SME financing, product development, policy and taxation issues related to NBFI finance

All positions require:

• Fluency in Ukrainian and English
• Strong communication, analytical, and presentation skills
• Knowledge of Microsoft Office
