Mission and objectives

The IOM Mission in Ukraine was established in 1996. In line with IOM’s global strategy, IOM Ukraine aims at advancing the understanding of the opportunities and challenges of migration in the Ukrainian context. The IOM Mission in Ukraine provides assistance to internally displaced persons (IDPs) and conflict-affected people, fights trafficking in human beings, assists the Government in dealing with irregular migration, improving its migration management system, and creating migrant-inclusive health practices and policies. IOM supports the development of comprehensive and evidence-based migration policies and legislation in line with international norms and builds government’s capacity in harnessing the development potential of migration, among others, by creating incentives for migrants’ remittances investment and offering evidence-based policy advice to enhance labour migration management. During 24 years of presence in Ukraine, IOM has assisted over half a million migrants (Ukrainians and other nationalities), IDPs, potential migrants, victims of trafficking and other vulnerable groups, directly or through its project partners.

Context

The intensity of the armed violence in Ukraine is having a severe humanitarian impact on the population. The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighbouring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to OCHA reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items. IOM is rapidly scaling up Non-Food items (NFI) distribution Shelter and WASH responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI and Shelter and WASH NFI supplies on behalf of IOM relevant program units. Under the overall supervision of the NFI/Common Pipeline Programme Manager, and the direct supervision of the NFI Project Officer, based in multiple oblasts in Ukraine, the Field Operations Assistant (NFI) will help to ensure timely provision of NFIs to conflict affected populations, including internally displaced population, returnees and affected host communities in Ukraine.

Task description

  1. Participate in NFI response in the field, including assessment, targeting, verification, registration and distribution, as required;
  2. Identify gaps in NFI partnerships on the ground (especially high risk/returnee areas) and reach out to new partners to establish working relationships on the ground;
  3. Comply with reporting requirements for response activities, in coordination with participating partners, including updates on the situation on the ground and recommendations on next steps;
  4. Assist with post-distribution monitoring, including planning and participation in the field;
  5. Assist NFI Project Officer in providing trainings/workshops (planning, logistical arrangements, moderating) as required;
  6. Assist in coordination with other humanitarian agencies on the ground to ensure NFI needs are met;
  7. Working closely with the NFI Project Officer and Supply Chain Unit, ensure sufficient stocks are available in IOM’s warehouse and provide regular updates on when stocks have arrived;
  8. Compile stock/ age and sex segregated distribution data provided by partners, following up with partners where necessary;
  9. Submit NFI requests from partners to NFI/Common Pipeline Programme Manager for approval and undertake NFI release based on NFI guidelines;
  10. Coordinate stock dispatch with supply chain unit and partners on ground;
  11. Advise NFI Project Officer on any emerging issues relating to NFI response;
  12. Perform other duties as may be assigned.

Candidate must be a national or legal resident of the country of assignment.

Requirements

Required experience

  • 2 years of experience in emergency, project implementation and management including project monitoring, distribution, field assessment, monitoring and reporting;
  • Experience in humanitarian response or related field (operational field experience a must / emergency experience preferred);
  • Experience working in post-conflict/emergency zones and in high-risk environment;
  • Experience in NFI Common Pipeline programming in emergency humanitarian response is an advantage;
  • Excellent communication skills, ability to coordinate and corresponds in a clear and concise manner;
  • Ability to complete tasks in a timely and accurate manner;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Good level of computer literacy, including EXCEL, MS WORD, MS TEAMS, OUTLOOK etc.;
  • Required high attention to details. Knowing of other UN official languages will be considered as an advantage.

Required education level

Bachelor degree or equivalent in Social Sciences or any other relevant field with at least two years of professional work experience. High School diploma or certificate with four years of professional work experience.

Other information

Living conditions and remarks

As it is a national UN Volunteer’s assignment, the volunteer shall organize his/her accommodation by themselves. Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity. Entitlements of National UN Youth Volunteer The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances:

  • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1015  (equivalent in UAH)  is provided monthly to cover housing, utilities and normal cost of living expenses.

Medical and life insurance:

  • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date.
  • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.

Leave entitlements:

  • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment.
  • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period
  • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle.
  • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
