Open to Internal and External Candidates

 Position Title: Protection Field Team Leader

Duty Station: Kharkiv, Ukraine

Classification: General Service Staff, Grade G6

Type of Appointment: Special Short-Term, Six months with possibility of extension

Estimated Start Date: As soon as possible

Closing Date: 6 February 2023

 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 Context:

Under the overall guidance of the Chief of Mission and Sr. Protection Coordinator, and with the direct supervision of Sr. Protection Team Leader, the incumbent will be responsible for contributing to the implementation of a wide range of protection activities in Ukraine in specific locations/oblasts, as well as assisting with IOM’s Ukraine awareness raising and prevention portfolio.

Core Functions / Responsibilities:

  1. In close coordination with the international protection staff, the Protection National Officer and the Sr. Protection Team Leader, contribute to the effective and timely programmatic implementation of protection-related programming in specific locations of Ukraine, in emergency and non-emergency operations.
  2. Support the coordination of protection field activities, such as direct assistance, awareness raising and community engagement, or protection assessments, in specific locations/oblasts. This may include but not be limited to providing technical and administrative guidance to and monitoring of junior staff and implementing partners.
  3. Support project planning and regular monitoring and evaluation of protection activities at specific locations/oblasts, contributing input to internal and external reporting, project development, and strategy.
  4. Contribute technical substance and liaise at various events, coordination structures, and platforms internal and external of IOM and at national and sub-national level, such as the GBV sub-cluster.
  5. Support convening capacity building activities internally and externally, e.g. by conducting trainings, workshops, conferences, steering committee meetings, press conferences, seminars, roundtables and other events.
  6. Coordinate the implementation of awareness raising, information dissemination, risk mitigation and partnership components of protection programmes, including in crisis settings, provide recommendations to streamline implementation.
  7. Facilitate the implementation, production and broad dissemination of various awareness-raising tools and materials (e.g. printed and digital content), with a focus on protection risks, such as trafficking in emergency contexts, which are relevant for various scenarios.
  8. Support data collection and analysis of qualitative and quantitative research on trafficking and migration/ displacement, including visualization and presentation of results and further dissemination among stakeholders.
  9. Compile and present information on the local/oblast trends on a range of protection issues, in assigned geographical locations – to contribute to donor reports, other visibility materials as well as knowledge products.
  10. Undertake duty travel based on programme needs.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education 

  • Bachelor’s Degree with Social Sciences, International Relations, Political Science, Education, Law and International Relations or related field from an accredited academic institution with at least four years of relevant work experience;

OR

  • Master’s degree with at least two years of relevant work experience.

Experience

  • Extensive work experience in the thematic area of countering human trafficking.
  • Exposure, including through work experience, to a range of protection topics, such as migrants in vulnerable situations and gender-based violence.
  • Contribution to project development documents and reports, and to donor reports.
  • Experience in liaison and cooperation with governmental authorities, UN partners and NGOs, as well as other internal and external stakeholders.
  • Exposure to emergency responses and work related to internal displacement.
  • Previous work experience in IOM or a UN agency is preferable.
  • Knowledge of migration- and protection- related subject areas, as dealt with by the Organization in Ukraine.
  • Ability to liaise with a variety of stakeholders, such as national and local authorities, as well as NGOs and UN agencies, and excellent interpersonal skills.
  • Ability to learn quickly new thematic areas and workstreams related to the protection work of IOM in a variety of contexts.
  • Good communication and writing skills in English.
  • Proficiency in computer skills, especially in MS Office (Excel, Outlook, Word etc.) and experience in working with databases and online applications.

Languages

English and Ukrainian are required.
