The Partnership Fund for a Resilient Ukraine (PFRU), implemented by Chemonics International, is a multi-year, multi-donor funded program managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. The Early Recovery component of PFRU is focused on support to recently liberated areas where Russian forces had occupied territory for a period of time since the start of the 24 February 2022 full-scale invasion. Early Recovery currently works in five Oblasts – Kyiv, Chernihiv, Sumy, Kharkiv, and Kherson – with plans to expand to other Oblasts in the South and East. Early Recovery supports the state to immediate community priorities in liberated areas through a variety of sub-projects that includes community services, community protection, community safety, community governance, community security, community engagement, strategic coordination, and strategic communications..
Objective
The Community Engagement Officer (CEO) will work as part of the PFRU Early Recovery team and provide support to Regional Advisors in the design, implementation, monitoring, and evaluation of grant, subcontract, and other civic engagement activities in accordance with Chemonics policy and FCDO regulations. Under the direct supervision of the Early Recovery Deputy Director, and with regional support from Recovery Advisors, the CEO will primarily be responsible for technical direction for a portfolio of grant activities focused on community engagement, developing technical scopes of work, overseeing technical implementation, and organizing and participating in grantee events. In coordination with the Early Recovery Funds team, the CEO will also ensure overall compliance, filing, and provide any other administrative support during the preparation, development, implementation and close out phases of grants, subcontracts and other activities.
Specific Tasks
In coordination with Recovery Advisors, lead the technical development and management of a portfolio of Early Recovery grant activities focused on community engagement in liberated areas of Ukraine;.
Lead the production, review, and management of grant and subcontract application, approval, implementation and close-out processes;
Lead the preparation, presentation, analyses, and evaluation of grant concepts, solicitations, applications, and grant agreement/award documents to ensure consistency with program priorities, goals, and objectives;
Lead the establishment of relationships with grantees and partners through networking and other outreach activities;
Lead the scheduling and organizing of meetings with partners, grantees, and subcontractors; Ensure community engagement is woven into activities through grant awards, drawing on and building upon existing civil society infrastructure and networks and creating innovative ideas for tapping into community resources to maximize impact.
Update the grants section of the Early Recovery Master Activity Tracker to ensure robust and clear tracking and detailing activities;
Liaise with grants management, procurement, and finance staff to ensure that grant implementation, compliance, and procurement requirements are adhered to;
Lead the evaluation of activity progress, including tracking of monitoring and evaluation indicators and recording of success stories in coordination with beneficiaries and other staff;
Label and maintain complete electronic and hard copy files for each grant, subcontract and other activity; scan and upload documents;
Lead the submission of procurement action requests for in-kind grant procurements to the procurement team;
Lead the submission of payment requests for grants, making sure that documentation and disbursements are in line with FCDO and Chemonics procedures, and all supporting documents are attached to the payment requests;
Lead implementation phase of grants and subcontracts, collecting reports and following up questions from beneficiaries;
Lead grants and subcontracts close out;
Perform other support duties as requested.
Profile
The CEO will have the following qualifications and experience:
A university degree in civil society, social work, government or public administration, urban planning, conflict or stabilization studies, international relations, or related fields;
A least 3 years’ experience in relevant fields such as community engagement, civil society, social work, government administration, emergency services or relief, health services, social services, refugee and IDP assistance, or related humanitarian, stabilization and recovery areas;
Experience working directly or in collaboration with civil society actors as well as central, regional or local government highly desired;
Excellent and demonstrable coordination and problem-solving skills, including an understanding of approaches and techniques to rapidly implement appropriate solutions;
Demonstrated ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. in the context of war, natural disaster and human misery), showing persistence when faced with difficult problems or challenges and remaining calm in stressful situations;
Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment;
Excellent communications skills including speaking and writing clearly and effectively in Ukrainian, and with at least a limited proficiency in English.
Place of Assignment and Reporting
This is an in-person position working directly from the PFRU office in Kyiv, Ukraine. The CEO will report directly to the Early Recovery Deputy Director.
