Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other conflict-affected people where they are: displaced inside Ukraine, refugees in Poland, Romania and Moldova, or trapped behind frontlines. We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all of our impact will be delivered in partnership: with Ukrainian, Polish, Romanian and Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine.

PURPOSE/PROJECT DESCRIPTION:

The Conflict Analyst is responsible for the ensuring that Ukraine Response Security team and the Security and Humanitarian Access Team more broadly, remain informed on ongoing and developing security threats that are likely to impact Mercy Corp’s programming across the multi-country Ukraine Response. The Crisis Analyst would be primarily responsible for a one-page weekly conflict development summary, that would seek to clearly highlight key conflict developments over the past week and forecast emerging or developing threats that may impact Mercy Corps’ staff or programming. Along with this key reporting deliverable, the Crisis Analyst would also be responsible for developing a strategy to ensure that Security and Crisis Analysis Team remain informed of key developments on a day-to-day basis, while also ensuring that this information can be operationalized in terms of the Ukraine Response’s risk mitigation measures, as these remain an evolving set of security tools that are intended to respond to a dynamic conflict environment.

ESSENTIAL RESPONSIBILITIES

PROGRAMMING, ANALYSIS, AND SECURITY

• Develop and maintain an in-depth understanding of local and regional contextual developments relevant to Mercy Corps’ programming across the multi-country Ukraine response.
• In coordination with the Safety and Security Manager, deliver a weekly one-page conflict developments summary to all Ukraine Response staff, highlighting key conflict developments relevant to Mercy Corps’ programmatic activities.
• Ensure that the Security and Crisis Analytics outputs, including, primarily, the weekly conflict developments one-page summary, meet the unique needs of its target audiences, as well as meeting Mercy Corps’ minimum standards for analytical work.
• Develop and implement an effective strategy for enhancing Security Team’s awareness of critical security threats, and resourcing key Security Team staff members with this time-sensitive, contextual updates on a routine basis.
• Identify and develop opportunities for expanding information gathering networks both at a local level and, where appropriate, with civil-military liaison officers.
• Provide concise and informative written analytical reports on key analytical trends or conflict developments relevant to the work of the Security and Crisis Analytics Team.
• Contribute to Crisis Analysis Weekly update meetings on an ad hoc basis, and demonstrate a flexibility to assist with other Crisis Analytics projects on occasion.
• Prepare briefings on key
• Demonstrate an availability to assist with information gathering during the onset of critical incidents or crises, including those critical incidents or crises which may occur outside normal working hours.
• Identify and develop opportunities for improving the risk awareness of the Security Team and contribute to the Security Team’s response-wide risk mitigation strategy.
• Assist the Security Manager in contributing to weekly capacity building trainings, including the delivery of trainings focused on analytical and information gathering topics.
• Ensure compliance with security procedures and policies as determined by Security Manager and Security and Access Director.
• Proactively ensure that team members operate in a secure environment and are aware of policies.
• Ensure compliance with and implementation of Mercy Corps safeguarding measures.

Works Directly With:

Ukraine Response Security Team, Ukraine Response Crisis Analytics team, Ukraine response team, Director Security and Humanitarian Access, various external stakeholders

Required Experience & Skills:

• Masters’ Degree in International Relations, Peace and Conflict Studies, Journalism or Relevant Educational Experience
• Five years or more of professional experience in analytical, media, or relevant research posting, including work in a conflict-afflicted environment.
• Demonstrated skill in networking with professional contacts in the fields of analysis, journalism, or with civil-military liaisons.
• Experience researching, reporting, or analyzing dynamic conflict environments or conflict-afflicted contexts.
