FOR THE INTERNATIONAL CONSULTANCY CONTRACT OF: International Consultant for Human Security Rapid Study (HSRS)
Duty Station of the Consultancy: Home-based
Duration of Consultancy: Two months
Nature of the consultancy:Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Programme Officer for Transition and Recovery, and in coordination with the National Project Officer (Cohesion) and the Assessments Coordination Officer (DTM), the International Consultant for Human Security Rapid Study will be responsible for the preparation and implementation of IOM’s study on the consequences of war on human security in target locations under the project “Human Security Solutions in Ukraine”. This shall include desk research, the development of qualitative methodology, data processing and analysis, and preparation of an analytical report based on the data collected by national consultants.
Project Context and Scope: The intended output of the Consultancy is the implementation and analysis of the findings of a rapid multi-sectoral gender-sensitive study on the war’s impact on human security. The qualitative study will assess political, economic, civil, social, and environmental challenges as well as opportunities to improve human security through context-driven and participatory approaches. The study and analysis will be based on data collected separately by three selected national consultants through Focus Group Discussions (FGDs) and interviews with Key Informants (KI) in six hromadas located in three oblasts (Kyiv, Chernihiv, and Poltava). The selected international consultant’s role will be to consolidate and analyse the draft assessment reports compiled by the national consultants and produce a final report In addition to informing the implementation of the project, the findings of this study, along with actionable recommendations, will be presented by the International Consultant for Human Security Rapid Study during one remote meeting combining relevant local, regional, and national authorities, humanitarian fora, and other stakeholders to enhance their evidence base to respond to critical threats to human security in affected communities.

Tasks to be performed under this assignment:
Conduct a desk review of available human security-related policies, relevant documentation, and studies, both quantitative and qualitative, to further enhance the analytical narrative of the research to be conducted.
Design and conceptualize, in coordination with the project team, selected National Consultants for Human Security Rapid Study, and IOM’s Data and Analytics assessments specialist, the research methodology, tools to be used, content of the questionnaires for the study, workplan, and more as needed, in order to frame how the data will be collected and how to bring together all components of human security.
Review the draft assessment reports on research findings elaborated by the National Consultants for Human Security Rapid Study based on the collected data and provide feedback and suggestions on potential improvements of the overall quality, coherence and/or comprehensiveness.
Draft the final analytical report based on research findings from the six communities’ case studies and narratives derived from desk reviews of human security-related policies, documentation and studies. These narratives should include, but not be limited to, the identification of specific challenges and peculiarities pertinent to human security in Ukraine, suggestions on the most effective and sustainable ways to contribute to designing human security solutions and strengthen social cohesion to inform the Government’s actions.
Provide recommendations on specific IOM interventions (approaches/models) that could help contribute to sustainable human security solutions and boost community engagement and participation in this agenda in Ukraine.
Identify best practices from other countries with similar contexts, which could inform feasible pilot interventions.
Develop a research brief (2 pages) and a presentation on the findings of the research and present it during a remote meeting including local, regional, and national stakeholders (authorities, Government, service providers, partners, communities, and more). The International Consultant for Human Security Rapid Study will not be representing IOM during this meeting.

International Consultant for Human Security Rapid Study hired to deliver an analytical report and a PowerPoint presentation in IOM template on a three-installment payment basis:
First deliverable – combined and condensed report (20 pages), including executive summary (1 page), actionable recommendations (2 pages) in ENG. Deliverable by email by Day 30. The first installment payment – 50% of the overall contract value.
Second deliverable – research brief (ENG) (2 pages), and PowerPoint presentation in IOM template (approximately 15 slides). Deliverable by email by Day 45. The second installment payment – 25% of the overall contract value.
Final deliverable – throughout: incorporating revisions from IOM to the Report, research brief ( ENG) (2 pages), and PowerPoint presentation. All the deliverables are ready, finalized, and approved for translation, publication and presentation. Deliverable by Day 60.Final installment payment – 25% of the overall contract value.
Performance indicators for the evaluation of results:

PowerPoint presentation in IOM template (approximately 15 slides).
Education, Experience and/or skills required
Master’s Degree in Social Science, Public Administration, Economics, or related field from an accredited academic institution and at least 7 years of professional work experience
OR
Bachelor’s degree with 10 years of professional work experience.
Experience
Thematic experience in human security components is required.
Excellent writing and analytical skills are required.
Awareness of qualitative research methods and skills in qualitative data collection and data analysis.
Knowledge on the context of Ukraine is desirable.
Experience in community engagement, participation, and social cohesion is desirable.
Travel required
